The Agency for Urban Environment is responsible for Oslo Municipality's obligations concerning urban environment, including the management and operation of Oslo Municipality's forests and recreational areas, streets/roads, sports facilities, central parks, urban spaces, and large, connected recreational areas, including footpaths, islands in inner Oslo fjord, and the beach zone. The Agency's goal is to make Oslo a safe, beautiful, environmentally friendly and active city. One of our goals is to work strategically with reducing the backlog of maintenance work for electrical installations for outdoor lighting This agreement is intended to support the contracting authority in this work. The upcoming need is particularly related to assignments regarding the transition from air to ground supply, re-establishment of old cable systems and general renewal of old installations.

We shall cover this need by entering into parallel framework agreements with 3 contractors if there are sufficient suitable suppliers and tenders in the tender contest. The framework agreement is not exclusive. The framework agreement shall cover all of the city's areas that are managed by Bymiljøetaten [the Agency for Urban Environment] when establishing new facilities and upgrading existing facilities. This included, among others, streets, square and meeting places, parks, green areas, and sports facilities. The objective of the agreement is to standardise installer services related to all outdoor lighting administered by the Bymiljøetaten [the Agency for Urban Environment]. If required, the chosen tenderer must be able to deliver foundations, cables, underground cables, poles, and pylons, as well as electrical cabinets which are included in the agreement. The agreement is delimited to contract 3-BYM-2022 Operation and maintenance of municipal lighting and electrical systems published in June 2022. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: Tenderers must be a legally established company.
Documentation requirement 1: Norwegian companies: Company Registration Certificate.
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Requirement 2: The tenderer must be authorised for electrical installation services, certified by the Norwegian Directorate for Civil Protection (Norwegian and also referred to as DSB).
Documentation requirement 2: The contracting authority will itself verify this on the DSB's homepage (authorised electrical company register as a company, the contractor).
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.
The contracting authority reserves the right to obtain credit evaluations.
Minste nivå(er) av standarder: Tenderers must have the financial capacity to carry out the contract work.

Documentation requirement:
1. A description of the tenderer’s most relevant assignments in the last five years. The description must include:
o The contracting authority and contact information (name, telephone number and email address)
o The nature, scope, and value of the work
o Date of execution
References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer's responsibility to provide a description documenting its relevance.
2. Overview of employees with information on education, experience and professional competence.
3. An account of the tenderer´s environmental control/environmental management system. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. Reference is made here to EMAS, the joint scheme for environmental management and environmental audits.

4. A description of the routines and methods for execution, inspection and documentation of work out in the field, including the routines for inspections and quality plan.
A description and submission of actual parts of the tenderer´s quality system, with a statement of when it was last updated. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted.
Minste nivå(er) av standarder:
1. Experience: Tenderers must have experience from similar assignments. Similar assignments are in this context defined as experience with installation in densely populated areas and busy roads with public transport containing complex infrastructure in the ground.

2. Capacity and competence: The tenderer must have the capacity to carry out a minimum of three assignments simultaneously with a total of 3 bases and 10 installers. The tenderer must have electrical and road lighting installation competence.
3. Tenderers must have an established environmental management system.
4. Tenderers must have an established quality assurance system.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contract work is regarded as a service and the contractual relationship will be regulated by the enclosed contract with associated standard contract terms for Oslo municipality's craftsman services, see annex.
Parts of the contract work shall be covered by the Norwegian Building Codes (Norwegian: Byggherreforskriften) and, among other things, requirements will be made for the Safety, health and work environment plan when executing work against the call-off contracts.
