The aim of the procurement is to ensure that the Agency for Urban Environment has sufficient capacity and competence within project management services, particularly within building and construction. There could also be a need for project managers/professionals with competence to assist the Agency's other needs, for example, controllers, work crime resources, quality advisors (QA1 and QA2). This will be done by procuring a framework agreement for external project management competence. The Agency for Urban Environment intends to enter into a framework agreement with maximum 5 tenderers, provided that are a sufficient number of tenderers and tenders.

The framework agreement is not exclusive for the services that come under its scope. The contracting authority reserves the right to procure equivalent services outside the framework agreement in accordance with the law and regulations on public procurements.

The Agency for Urban Environment currently has its own permanent relevant resources in several of the Agency's divisions. However the need for project managers and professionals is at times greater than what the resource units can cover.
See the tender documentation, annex 1 - Requirements Specification, for further details on the assignments that could be carried out and the expectations for project managers.
The financial scope of the framework agreement is estimated to make up approx. NOK 200 million over the course of the entire contract period. The estimate includes options and is on the assumption that these are taken up in accordance with point 1.5.1 in the tender documentation. The maximum value/turnover of the contract is also set to NOK 200 million.

Beskrivelse av opsjoner:
The contract period will be 2 years from the date the contract is signed. The contracting authority has an option to extend the contract for up to a further 2 years for one year at a time (1+1) on the same terms, with the exception of adjustment to the hourly rate. The option years will be automatically taken up and without any acceptance requirement from the tenderers. If the contracting authority does not want an extension, written notification must be given at the latest 3 (three) months before the contract period expires, cf. the first paragraph.

• Tenderers must be a legally established company
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a trade register or company register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
• Tenderers must have good financial solidity to fulfil the assignments under the framework agreement.
Documentation requirement:
• Credit evaluation/rating equivalent to 'A' in the AAA-rating system, not older than 6 years, which is based on the last known accounting figures, cf. the PPR §16-4 (1) letter f.
• The contracting authority reserves the right to undertake their own credit assessment/rating of the tenderer.
Teknisk og faglig kapasitet:
• Tenderers must have good experience with the hire of project managers for building and construction projects within urban, transport, park, and/or sports projects in accordance with the Agency for Urban Environment's portfolio (see the assignment description in Annex 1 - Requirements Specification).

• Tenderers must fill in Annex 7 - Response Form for the Qualification Requirements', tab 'Experience' with the tenderer's 5 most relevant assignments in the last 3 years.
The information provided in Annex 7 must include the following, amongst other things:
o Name of the contracting authority/description of the company and contact information
o Name of the project/assignment/framework agreement
o Brief description such as the duration of the assignment, goals, and role in the project
o The assignment's value in NOK
o Contact person for reference
• Tenderers must have the capacity and available resources to fulfil contracts that are awarded under the framework agreement.
Resources that tenderers must have available are given in Annex 1 - 'Requirements Specification', chapter 2, including:
o Project managers
o Engineering designmanagers
• Tenderers must fill in Annex 7 - 'Response Form for the Qualification Requirements', tab 'Capacity', with a description and overview of the tenderer's relevant workforce for the framework agreement, cf. the public procurement regulations §16-6 (1) letter h.
