The purpose of the procurement is to facilitate continued implementation of the digital written exam for private candidates in Oslo.
The exam is carried out in Vallhall Arena, with whom the Private Candidate Office has a contract that goes until 2027.
The period for the written exam is weeks 46 – 48 during the autumn term, and in weeks 20 – 22 during the winter term. On certain exam days, there may be up to 2550 candidates in Vallhall Arena. On other days, the number can vary from 50 and up to 2550 candidates. Over the last five years, the written exam period has been 11 or 12 days per period. The exam dates are determined by the Norwegian Directorate for Education and Training, and it must be noted that the week number and number of days may somewhat vary.
The service must be performed during the period May 2023 - April 2025. The contracting authority has the option to extend the contract for up to a further three (3) years (1 + 1 + 1) on verbatim terms.

The Oslo Municipal Education Agency c/o the Private Candidate Office, hereinafter referred to as the contracting authority, invites tenderers to a contest with negotiations in two phases in connection with the procurement of 30-UDE-2022 ICT solution for the implementation of digital written exams for private candidates.

The purpose of the procurement is to facilitate continued implementation of the digital written exam for private candidates in Oslo. The Private Candidate Office has carried out the digital written exam for private candidates since 2015 and the existing contract expires 31.12.2023. The Private Candidate Office in Oslo arranges up to 25,000 written examinations per year.

The exam is carried out in Vallhall Arena, with whom the Private Candidate Office has a contract that goes until 2027. The exam period will primarily be carried out in one location. It may be necessary to carry out exams in two exam locations on the same day, depending on the number of registrants or in case of unforeseen circumstances.

The Private Candidate Office is also in need of an open wireless network for administrative staff at the exam location.

The requirement specifications contain an option for the delivery of backup copies and a scanner solution. This is if the introduction of a new system by the Norwegian Directorate of Education and Training is delayed. There is a need for the administration at the exam location to be able to print.

The service must be performed during the period May 2023 - April 2025.

The contracting authority has the option to extend the contract for up to a further three (3) years (1 + 1 + 1) on verbatim terms.

All communication, including any questions, must be conducted through the tender management tool [KGV].
