The Agency for Urban Environment is responsible for Oslo Municipality's obligations concerning urban environment, including the management and operation of Oslo Municipality's forests and recreational areas, streets/roads, sports facilities, central parks, urban spaces, and large, connected recreational areas, including footpaths, islands in inner Oslo fjord, and the beach zone. The Agency's goal is to make Oslo a safe, beautiful, environmentally friendly and active city.

The procurement is being made in order to ensure proper operation and efficient error and deviation correction in the municipality's lighting installations. The procurement will ensure that the lighting installations are properly maintained and safe, and that they meet inhabitants' expectations that outdoor lighting always works.

The contract work comprises the execution of operational and maintenance services

for outdoor lighting for roads, parks, lit ski tracks, and sports facilities managed by the Agency for Urban Environment. Furthermore, the contract work will cover the operation of municipal electrical installations. Improvements after injunctions from inspection cases in electrical installations are also included in the contract work. If required, the chosen tenderer must be able to deliver foundations, cables, earth cables, posts and masts, as well as electrical cupboards that will be part of the procurement.

The contracting authority has a framework agreement for the procurement of outdoor fixtures and the control system that will be used.

The lighting installations in Oslo mainly consist of approx. 62,500 lighting points, 950 ignition cupboards, event cupboards, and distribution, 5,500 connection cupboards, 810 km aerial cable network, and 1,180 km cable network.

Oslo Municipality has approx. 110 km lit ski tracks and several lit ski and ski-play areas, as well as approx. 110 sports facilities, and 50 event cupboards for supply to different events.

In addition, the contract work includes error and deviation correction of lights and Real Time Information Sign (SIS) in some stops for buses and trams.

The procurement borders 51-BYM-2021 framework agreement for contractor services for the assembly of outdoor lighting fixtures in investment projects.

The contracting authority has an option to extend the contract for up to 1 + 1 year, on unchanged terms.

Excavation work in this procurement will normally be limited to join pits and pits for foundations. The instructions for excavator work on the municipal road network in Oslo must be followed.

1. Requirement: Tenderers must be a legally established company.

1. Documentation Requirement: Norwegian companies: Company Registration Certificate.

Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

2. Requirement: Tenderers must be authorised for electrical work, certified by DSB.

2. Documentation requirement: The contracting authority will itself check this on the DSB's homepage (authorised electrical company register as a company, the contractor).

Økonomisk og finansiell stilling:

Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.

The contracting authority reserves the right to obtain credit evaluations.

Teknisk og faglig kapasitet:

Documentation requirement:

1. An overview of relevant work that the tenderer has carried out in the last five years, together with certificates for satisfactory execution of the most important work, as well as information on the contract value, dates for delivery or execution and the name of the recipient.

2. An overview of employees with information on education and professional qualifications, as well as a copy of documentation of certified LFS.

3. An account of the tenderer´s environmental control/environmental management system. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. Reference is made here to EMAS, the joint scheme for environmental management and environmental audits.

4. A description of the routines and methods for execution, inspection and documentation of work out in the field, including the routines for inspections and quality plan.

A description and submission of actual parts of the tenderer´s quality system, with a statement of when it was last updated. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted.

Minste nivå(er) av standarder:

1. Experience: Tenderers must have experience from similar assignments. Similar assignments means the provision of services as described in annex 1 Requirements Specification. Tenderers must have experience with operating installations with 30,000 light points or more in busy roads and streets.

2. Capacity and competence: Tenderers must have minimum 5 persons (own employees) who are a certified manager for safety (LFS) and who have access to Elvia's installations.

3. An environmental management system.

4. A quality assurance system.

Bymiljøetaten [the Agency for Urban Environment] hereby announces that contract 3-BYM-2022 - Operation and maintenance of municipal lighting and electrical installations is cancelled, cf. the Public Procurement Regulations § 25-4 (1). The justification for the cancellation is a lack of competition for the contract. We received two tenders, of which one is rejected.

In accordance with the Public Procurement Regulations' § 25-4 (2), we inform that we will hold a new tender contest for a similar contract shortly
