The invitation to tender concerns a contract for bank services for Moss Municipality.

The contest does not include loans.
The average balance in the last 3 years has been approx. NOK 350 million, but this will probably go down somewhat. In addition the contracting authority has traditionally placed profit liquidity in a high interest account in the main bank of between NOK 200 million and NOK 500 million. The figure varies, and the contracting authority reserves the right to change the average balance in the contract period without this affecting costs/interest rate margins, and that the profit liquidity can be placed differently outside the main bank.

The transaction costs are estimated to be NOK 200,000 excluding VAT a year. The value is an estimate and is not binding for the contracting authority.

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing the assignment in accordance with PPR §19-4, but has decided that it is not suitable for this agreement.

The procurement will be regulated by the attached contract with the associated standard terms.
The contract will be valid from and including 2023-01-13 until and including 2026-01-12, with an option for the contracting authority for a further extension for up to 3 years, 12 months at a time. Alternatively, the contract can be extended once for 3 years.

The contracting authority expects that tenderers are familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.

Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than six months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, attach the certificate voluntarily if you want.

Other economic and financial requirements: Economic and financial standing
Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).
Documentation: The contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Any other support from other companies for compliance with the qualification requirement. If a tenderer is dependent on other companies to meet this qualification requirement, an explanation thereof must be given below. In such cases the contracting authority will assess the finances of the supporting company in the same way. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.

Teknisk og faglig kapasitet:
There are requirements regarding the tenderer's technical and professional qualifications.
Tenderers must be certified by a professional register/inspection authority as mandated in the legislation in the country where the tenderer is established. (ESPD: Part IV B.58-4).
