The Institute of Marine Research would like to enter into a framework agreement for the hire of a vessel for the collection of DNA from common seals and estimates of the numbers of common seals and grey seals along the Norwegian coast from Oslo fjord to Finnmark. The vessel will be used to transport 2-3 researchers from the Institute of Marine Research between the seal locations and for accommodation for the researchers.

All the practical work will be carried out by drone and/or rubber dinghys by the research personnel. If a rubber dinghy is used for counting grey seals, a skipper and 1-2 persons will go in land on isles and count the pups. When counting common seals, a rubber dinghy is used to take personnel to the shore when it is most appropriate to count via photographs and drone. Drones are often operated directly from the hired vessel. DNA of common seal pups is only collected via the use of a rubber dinghy with 2 persons.

The vessel must have place for the contracting authority's 15 foot rubber dinghy with a 20 hp outboard motor. It must be easy to get the rubber dinghy on board and launch it. Launching and retrieving the rubber dinghy must be carried out in a secure and safe way, in all weather and sea conditions. From experience, it is preferable to pull the rubber dinghy in on a type of bathing platform in order to avoid the use of a crane or similar. The rubber dinghy is not built to be lifted in a crane. Horizontal storage is required for the rubber dinghy, as it is not practical to take the motor off. The captain/crew must help with launching and retrieving the rubber dinghy.

DNA is collected from common seal pups over 2-3 weeks from approx. 10 June. The counts of grey seals are done in the period 10 - 31 August at low tide when most animals are on land. There are usually two sessions in 24 hours when it is light enough, especially in North Norway. Counts are carried out three times in each area on different days. Counts of grey seals from the rubber dinghy will take an estimated 5-7 hours a day. Each colony is counted 2-3 times over the course of four weeks. Whilst the rubber dinghy is out, the vessel is to lie in stand-by or at anchor, or is to move according to instructions from the mission manager in the rubber dinghy. The transit time before, during, and/or after the work session can be an estimated 6-7 hours per 24 hours. The average transit per 24 hours is 120 nm.

The mission will be carried out in approx. 2 periods throughout the year, and will have a scope of total approx. 70 days a year in the period (including sporadic needs). The contracting authority will have an option to extend the contract for 2 years. Most missions will have Bodø as the start/finish harbour, but some missions can have Tromsø as the start/finish harbour. The start location of each mission will be agreed in advance, however, when submitting a tender we request that all tenderers base their tender on the table showing the start and finish locations for the various missions/trips.

In order to reduce the risk of price swings in fuel and lubricants, the contracting authority will pay for these separately to the 24 hour hire fee. The shipowner knows the vessel best and it the best to know what the vessel consumes of fuel and lubricants, and therefore the best person to take the risk of stating the correct consumption. The shipowners is to state the average (for the entire year, all types of weather) consumption in consumption litres per hour. The contracting authorities will use the following consumption categories:

The stated consumption will be included in the evaluation. In order to avoid price speculations in the tenders, the stated consumption in the tender will be binding for what the shipowner can invoice for after the missions. The shipowner can invoice fuel according to the number of actual used hours x the stated consumption in litres per hour x the actual documented price from the last invoice at the time of the mission.
