The contract will cover the premises' total need for daily cleaning, fixed periodical cleaning, and main spring cleaning services after separate orders have been placed.

At the chain office employees work on joint administrative assignments, as well as procurements, product selections, and quality assurance, etc. There are currently approx. 170 employees at the chain office. Vinmonopolet's premises comprise a total of approx. 3,000 m2 over three floors (4th-6th floors), with internal stairs between them.

Further details on the premises and the content of the delivery are given later in the document, in the attached requirements specification for the cleaning services, and in the other annexes.

Varighet: 24 måneder

Requirement: Tenderers are required to have settled conditions in connection with payment of taxes and VAT.

Documented by: A valid tax and VAT certificate, (not older than 6 months). We emphasise that the certificates must be issued by the chief municipal treasurer/tax collector in Norway, and the equivalent in the country where the tenderer is established, as confirmation that the tenderer has fulfilled his obligations regarding the payment of taxes and duties in accordance with the legal provisions.

The certificates must not be older than 6 months, from the tender deadline.

If a tenderer´s home country does not have a scheme with tax certificates, a self-declaration as regards the legal or administration authority is to be attached to the tender.

Økonomisk og finansiell stilling: Solidity and liquidity.
Minste nivå(er) av standarder:

Requirement. Solidity and liquidity must be sufficient for the assignment's investments in equipment and consumables, as well as tolerate the contracting authority's payment terms. In order to be considered, tenderers must be able to document orderly accounting and be seen as credit worthy. The limit value is set at 'credit worthy' in accordance with the points scale given by each credit information company.

Documentation: Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The credit assessment shall be a so-called rating (containing a credit rating, part judgement and historical rating) and it shall be carried out by a publicly certified credit institution (e.g.: Dun & Bradstreet, Creditinform, Soliditet or equivalent institutions). If a tenderer has any valid reasons for not being able to provide the documentation requested by the Vinmonopolet, the tenderer may prove his financial position with any other document that is acceptable to the contracting authority. If the tenderer has such valid reasons, he may contact the Contracting Authority in writing in order to clarify which other documentation is acceptable.

Requirement. Documentation that the company is a certified cleaning company by the Norwegian Labour Inspection Authority.

Documentation: Valid documentation from the Norwegian Labour Inspection Authority.

Requirement: All tenderers must attach a self-declaration verifying that the tenderer complies with, or in connection with any contract award, will comply with statutory Norwegian Health, Safety and Environmental (HSE) regulations.

Documentation: A HSE self-declaration signed by the manager and a representative for the employees.

Any missing certificate, self-declarations, and/or missing HSE self-declarations are a reason for rejection.

Requirement: Tenderers are required, as a minimum, to pay, at all times. the wages that have been agreed in the tariff agreement for cleaners.

Documentation: A declaration signed by a representative for the employees confirming the above requirement.

Requirement: Tenderers/sub-suppliers are required to provide a service that has the environmental 'Swan Label', or marked with an equivalent marking scheme. An equivalent environmental label is EU Ecolabel. If a tenderer is not certified at the time of the tender, the tenderer will be required to be certified with the 'Swan Label' or equivalent label scheme within 12 months of the contract being signed.

Documentation: Licence number, or alternatively, complete the attached self-declaration form on the 'Swan Label' or self-declaration form for an equivalent label scheme.
