Framework agreement for consulting services, engineering design, independent control and SHA function, as well as consultancy and assessment work mainly related to construction projects and smaller road projects under the auspices of the Real Estate Department.
Nevertheless, the framework agreement established through this contest can be used by all departments and agencies at Askøy Municipality. In addition, all municipal enterprises and all wholly owned municipal limited companies will be able to use the framework agreement.

Kort beskrivelse:

A minimum of 2 (two) framework agreements will be signed, provided that there are a sufficient number of suitable tenders in the contest from qualified tenderers.

The distribution of assignments under the framework agreement will take place in accordance with this tender documentation, section 1.9 and the stated requirements and conditions in this contest.

The contracting authority reserves the right to announce its own contests where design is part of the contract, for example as a collaboration contract. In such cases, this framework agreement will not apply.

The framework agreement applies to both consultancy and review, in addition to engineering services. It will be relevant to assign the design group smaller control assignments such as environmental sampling, scanning of terrain, drilling samples, etc ..

Examples of projects where it may be relevant to use the framework agreements will be for rebuilding, rehabilitation, buildings worthy of protection, new buildings for municipal purposes, smaller municipal road projects, sidewalks, pedestrian & bicycle paths, parking and similar. Projects in other categories may be included in the agreement. The assignments may vary in complexity and size.

It may also be applicable to carry out other services that are relevant to the design assignment, such as investigations and control of ground conditions, measurements, etc. which will be included as a natural part of the design basis.

The contract will be valid for 2 years, with an option for the contracting authority for up to further 2 years extension, to a maximum of 4 years.

The contracting authority can choose to extend the contract multiple times, for e.g. for one year at a time.

Registered in a trade register or company register.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for qualification

Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Tenderers must have an economic and financial standing that makes it able to fulfil its contractual obligations throughout the entire contractual period. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Documentation requirement: Askøy Municipality will obtain information on the tenderer's economic and financial capacity from Proff Forvalt credit information company. It is therefore unnecessary to submit these details. (All companies who have submitted accounts to the Brønnøysund Register Centre will be registered through Proff Forvalt). Tenderers must see if there is such information available from Proff Forvalt (www.forvalt.no). Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Teknisk og faglig kapasitet:

Tenderers must have experience from comparable assignments. Comparable assignments mean design work for new buildings, rehabilitation and rebuilding schools, kindergartens, nursing homes and similar.

Minste nivå(er) av standarder:

Documentation requirement: Description of the tenderer´s up to 3 most relevant contracts over the course of the last 5 years. Projects beyond the specified number will not be considered. The description must include a statement of the assignment´s value, area, building type, date and recipient/reference (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier. The attached templates for references MUST be used.
