Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Documentation requirement: Askøy Municipality will obtain information on the tenderer's economic and financial capacity from Proff Forvalt credit information company. It is therefore unnecessary to submit these details. (All companies who have submitted accounts to the Brønnøysund Register Centre will be registered through Proff Forvalt). Tenderers must check that this information is available from Proff Forvalt (www.forvalt.no).

Teknisk og faglig kapasitet:

Tenderers are required to have good experience from similar assignments. Tenderers must state the most important references in the last 3 years in the ESPD form. Provide an overview of the contracting authority, contact person, telephone number and email address.

Controlling and tracking the supplier chain:

Tenderers must be able to utilise the following control for the delivery chain and tracing systems for the implementation of the contract:

Description of requirements/documentation:

Tenderers must, through their business practice, respect international standards on human rights, employee rights, the environment, animal protection, and anti-corruption in its company and in the supplier chain. Tenderers must actively work and have a system available so that goods and services that are delivered according to this agreement are manufactured and distributed under conditions that are in consistent with the contract. The documentation requirements are described in the tender documentation under the section Qualification Requirements: "Details of the Qualification Requirements", and "Control and Tracing of the Supplier Chain".

System for quality assurance and environmental standard:

Certificates issued by independent bodies for quality assurance standards:

The contracting authority requires that all tenderers have an established quality management system that is satisfactory to ensure quality in the execution of this contract. Documentation requirement: A description of the company´s implemented quality assurance system. Certificates must be submitted for the company's quality management system, issued by independent bodies, confirming that the company meets specific quality management standards, for example ISO 9001. If a company does not have a certificate, other documentation of the company's quality management system must be presented. In such cases, the following must, as a minimum, be submitted: * The system's name and a detailed table of contents * A general description of the system's contents, including an overview of check plans and check-lists that are relevant for this contract * An organisation chart that shows responsibilities in the quality assurance system * A description of procedures for internal control and handling deviations (work with corrective and preventive measures) * A description of how the system will be used to ensure quality in this contract. All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled.

Environmental Management:

Tenderers must have routines for environmental management. Documentation requirement: A description of the company's routines and systems related to environmental management such as handling, recycling/minimization of equipment and packaging. Alternative: If the routines are described in the company's quality or environmental management system in accordance with ISO 14001:2015 or equivalent third party verified systems, the valid certificate must be presented.
