The aim of the procurement is to cover the six collaborating municipalities' need for waste collection services for industrial waste.
The procurement is for the site addresses listed in the annex for each municipality, with the changes that can occur in the contract period. The contract will be valid from 01.01.2023.

If the tenderer discovers any ambiguities in the tender documentation, we ask that this be pointed out before the deadline for submitting questions.

The following services will also be included in the contract and price:

- Preparation and updating of waste plans

- Hire of containers

- Emptying containers; collecting waste fractions in accordance with the waste plan

- Placing the containers back at the collection site

- Placing and collection of functional and suitable collection units, as well as repair of containers as needed

- Delivery of collection sacks for mixed plastic waste

- Delivery of safe packaging for hazardous waste and risk waste, including pricking and cutting, e.g. needle tips

- Handling of EE waste and special waste in line with the applicable regulations

- Treatment of fractions for recycling and final disposal

- Registering and logging of data on the sorting degree, quantity and type of waste specified by the individual entity, as well as periodical reporting of registered data within each municipality

- Internet based solutions so that the contracting authority's entities can control and optimise their waste management, including waste quantity, sorting degree, container size and number, collection frequency and the individual price elements connected to the services.

- Information and training activities for the contracting authority and it's entities

- Annual review of statistics with a focus on achieved optimisation of the waste solutions.

The list above is not considered exhaustive in as far as the measures can relate to the contract content and purpose.

Expanded description:

Combustible residual waste

The service covers the hire of containers, their placement, collection, and transport of waste from prior defined collection locations to a facility for final treatment, as well as emptying. Allowances must be made for some of the waste being incorrectly sorted.

It is a prerequisite that the service is carried out based on the scheduled plan that includes frequencies for emptying per week, per 14 days, and per 4 weeks. The attached 'emptying calendar' includes an overview of collection locations, relevant container volumes, and collection frequencies.

The annex is a guideline, but not exhaustive, to the current situation.

Changes will come as a result of the contracting authority's need for capacity and as regards the use of the collection locations.

The service also includes maintenance, replacements, placement and collection of containers, both at the start-up and end of the service, but also for ongoing changes that arise during the contract period.

The service must be seen as complete, in the sense that everything that can reasonably be included in the provision of the service must be included in the offered unit prices.

Final treatment of combustible residual waste.

The service includes the final treatment of combustible residual waste, and includes all costs connected to the final treatment after the waste has been delivered to a facility that is certified for final treatment. This service is to be priced separately per kilo. A calculation factor or 0.11 is used in the relationship between container volume in litres and weight in kilograms. The sum of the placed container volume will form the basis (theoretical container volume), independent of the 'filling degree'. This means, for example, that a 120 litre placed container will be deemed to weight 13.2 kilo (120l*0.11=13.2kg).

The actual weight will not be used. NB! Exception: 10m3 Askøy Municipality and Bjørnafjorden Municipality as well as 30m3 containers in Askøy Municipality are to be calculated in relation to weight. The road slip from the final treatment facility must be included in the invoice basis.

Paperboard and paper

Same as the above point, but the containers are used for cardboard and paper.

Additionally, final treatment must also be included in the unit prices.

Plastic

The same as the above points, but 200-250 litre plastic sacks are used as 'containers'. Additionally, final treatment must also be included in the unit prices.

The annual scope of this service is unknown. It is assumed that collection will be made together with cardboard and paper.

Beskrivelse av fornyelser:

Option for an extension of the contract for 2+2 years, maximum 6 years. The contracting authority can choose to extend the contract multiple times, e.g., for 1 year at a time.

Each municipality will be free to extend its contract. Some municipalities can thus extend their contract, whilst others do not.

Registered in a trade register or company register.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for qualification

Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Requirement: Tenderers must have the necessary permits to collect, temporarily store and transport industrial waste for approved final treatment and to handle hazardous waste.

The supplier must document which plant will carry out the final treatment of the waste, as well as a permit for handling hazardous waste, cf. Waste Regulations §11-6 (ref. § 11-3)

Minimum requirements for qualification

Tenderers must have sufficient economic and financial capacity to fulfil the contract. A minimum rating of "satisfactory" is required within at least two of the following criteria per Proff Forvalt: Profitability, liquidity and solvency for accounting year 2021. Documentation requirement: Askøy Municipality will obtain information on the tenderer's economic and financial capacity for 2021 from Proff Forvalt credit information company. It is therefore unnecessary to submit these details. (All companies who have submitted accounts to the Brønnøysund Register Centre will be registered through Proff Forvalt). Tenderers must see if there is such information available from Proff Forvalt (www.forvalt.no). Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Only for services: During the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years' experience and can take experience from the period before the last three years into consideration.

Minste nivå(er) av standarder:

Tenderers must have good and relevant experience from equivalent assignments. Equivalent assignments means collection, aggregation, transport and final treatment of industrial waste. Documentation requirement: Description of up to three of the most relevant assignments during the last three years. The description must include a specification of the value of the assignment per year, number of pick-up locations, amounts, dates, and recipients (names, telephone nos. and E-mail addresses) The tenderer is responsible for documenting the assignment’s relevance through the description. The attached template for project overview MUST be used, Annex 1. Only the first three reference projects will be assessed if more than three reference projects are listed.
