The contract period is from commencement of the contract until and including 31.12.2034. The start-up date is 01.01.2025
The contest will be held as a tender procedure with negotiations.
The contract between the contracting authority and the operator will be based on the main principles in a gross contract, which, amongst other things, include that all ticket income falls to the contracting authority. The operator will receive a fixed contractual Fee for carrying out the Assignment.

Registration in a trade register or a company register: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex. Description of requirements/documentation: Norwegian companies: Company registration certificate issued by the Register of Business Enterprises. The certificate must not be older than 3 months. If a Tenderer who submits a tender offer is owned 50% or more by another company, or multiple companies in a group, the equivalent information about suitability must be provided for these or the parent company. Foreign companies: Registration certificates in professional registers as determined by legislation in the countries in which the Tenderer is established.

Økonomisk og finansiell stilling:
Tenderers must document sufficient economic and financial implementational ability.
Minste nivå(er) av standarder:
Documentation requirement: Attach a rating from a certified credit rating company, as well as Annual Financial Statements with notes including the Board's Annual Report and Auditor's report for the last 3 years (2018, 2019 and 2020). Completed Annex 5. Overview of key figures based on the last three years fiscal figures. If the Tenderer is owned 50% or more by another company or several companies belonging to a group, the equivalent information must be provided for these or the parent company. Demand guarantee The tenderer must enclose a commitment of demand guarantee in Norwegian from a credit institution that can operate in Norway, for 10% of the Contract's annual value. The demand guarantee must cover every financial liability that the Operator can have towards the Contracting Authority. The demand guarantee will apply from when the contract is signed until 6 months after the agreed expiry date of the contract. This guarantee must not be confused with a guarantee connected to the Licence, which must be provided by the Licensing authority for awarding a Licence - cf. section 7 in the Professional Transport Regulations.

Teknisk og faglig kapasitet:
License Tenderers must fulfil all the terms for obtaining a Licence for passenger transport by motor vehicle, cf. the Professional Transport Regulations dated 26 March 2003 no. 401 sections 4, 6 10. This also applies to any subcontractors that may be used for the Scheduled driving. Experience from equivalent assignments Tenderers must have good experience from equivalent assignments. To be qualified, tenderers must have carried out at least one assignment with a minimum of 15 buses over a period of at least 2 years, in the last 3 years. Quality assurance system: Certificates issued by independent bodies for quality assurance standards. Can tenderers present certificates issued by independent bodies as documentation that the tenderer fulfils the specified quality standards, including the requirement for universal design? Certificates issued by independent bodies for environmental management standards. Is the tenderer in a position to submit certificates issued by independent bodies as documentation that the tenderer meets the specified environmental management systems or standards?

Documentation requirement Experience from equivalent assignments Attach the completed procedure rules Annex 3 Tenderers experience with equivalent assignments, with information on the assignment name, place of execution, contracting authority with name of the reference person, dates, assignment's annual value, number of man-labour years for own employees, man-labour years for sub-suppliers, sub-supplier names, a brief description of the assignment. Description of requirements/documentation System for quality assurance: Attach documentation on the Tenderer's quality assurance system. This is to be documented either by the completed procedure rules Annex 4 Quality Assurance System, or by attaching a copy of a certificate issued by a public institution for quality control (ISO 9000 or equivalent). Description of requirement/documentation environmental standards: Attach documentation of the tenderer's system for environmental management, e.g. in the form of documented environmental certification (Eco-lighthouse, EMAS, or ISO 14001 certified). Tenderers that are not environmentally certified must attach a description of relevant environmental management measures that the tenderer will use for the delivery.
