The contract value is estimated to be above the EEA threshold value. The need is uncertain. Previously, the contracting authority has procured for NOK 7,000,000 excluding VAT a year in recent years. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

The co-procurement partners in this framework agreement currently have a framework agreement for child welfare services for daytime only. As the municipalities would like to have child welfare services for day, evening, night, 24-hour, and weekend, an expanded framework agreement is required. The existing framework agreement has been terminated for the participants in this framework agreement.

If special considerations related to the user's needs or special circumstances of the user make it necessary, the Contracting Authority may make a direct procurement from a third party.
The maximum value including options and expected price increases: NOK 35,000,000 excluding VAT.
The procedure described in section IV.1.1 of the notice is incorrect. The correct procedure is Open tender contest.

Lots/groups
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the assignment but has decided that it is not suitable for this type of agreement.
Framework agreement
The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.
The contract period will be from and including 2023-01-01 until and including 2024-12-31. The contract will automatically be valid for a further 2 years unless terminated by one of the parties.
The contracting authority shall enter into a contract with one or more tenderers, if a sufficient number of qualified tenderers submit tenders.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
