Sandefjord municipality wishes to enter into a parallel framework agreement with 3 tenderers for advisory services for general professional advice and for the engineering design of smaller projects related to both renovation and new construction for the following disciplines:

- RIBfy [Consulting Building Physics Engineer]
- RIV [Consulting Engineer, heating, ventilation and sanitation engineering]
- RIE (Consulting Electrical Engineer)
- RIG [Consulting geotechnics engineer]
- RIA (Consulting Acoustics Engineer)
- RIM [Consulting Engineer, external environment]
- LARK [Landscape architect]. The municipality also has a special requirement for the following assignments:
- independent inspection of all engineering design
-- Moisture protection during new construction of wet rooms and mandatory of reconstruction of wet rooms in homes.
- Airtightness in new housing.
-- Building physics, including airtightness
-- Structural safety
-- Geotechnics
-- Fire safety
- Greenhouse Gas Accounts and life cycle analysis

- Environmental counselling
- Condition assessments for the current buildings

- The framework agreement period is 2 years with an option for 1+1 year extension.
The annual value of the framework agreement is estimated to NOK 5 million excluding VAT. This estimate is based on the existing scope of services, and is not binding for the contracting authority, and can be subject to change.
Distribution mechanisms for assignments under the framework agreement will be carried out via direct call-offs or by mini-competitions. The award criteria the Contracting Authority is using for contract awards for mini-competitions are further described in the tender documentation for mini-competitions.

Each call-offs are regulated by either:
NS 8401 General contract terms for engineering design assignments.
Or
NS 8402 General contract terms for consultancy assignments remunerated according to time spent. The special contract conditions NS 8401 and NS 8402 also apply.
The type of selected Standards will be given for each individual assignment.
