The objective of the framework agreement is to ensure Statsbygg access to qualified craftsman services for structural disciplines, both planned and ongoing work that occurs through the operation and maintenance of the buildings.
The framework agreement applies to Statsbygg's Prison and Police properties in Oslo. This applies currently to the following properties:

03514 Oslo Police district, the Canine service
Estimert verdi eksklusive mva: 150 000 000 NOK 💰

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer is required to have a legally established company.
Documentation: Company registration certificate. Foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered, alternatively Startbank ID.
Økonomisk og finansiell stilling:
The tenderer must have satisfactory financial implementation ability.
The size of the turnover, seen in relation to the contract value, can be emphasised.
Documentation: The Directorate of Public Construction and Property will implement a credit rating of the tenderer.
The tenderer can also be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.
Teknisk og faglig kapasitet:
The tenderer must have sufficient implementation ability (capacity) and suitable manpower to carry out the assignments included in the agreement
Documentation: An overview of the tenderer's workforce must be given. The overview must show the number of skilled workers, unskilled workers, and apprentices for all of the craftsman categories included in the agreement.
Such an overview shall also be presented for any subcontractors' workforce if the tenderer does not cover one or more of the craftsman categories.
The tenderer must have experience from assignments with a comparative value to this contract
Comparative value is in this context defined as maintenance and reconstruction works for buildings that are completely or partially in operation
Documentation
The tenderer must submit a description of up to 3 reference projects with a transferable value from the last 5 years, with information on, e.g:
The name of the assignment/agreement
A description of the assignment/agreement
Type of building
The value of the assignment/agreement
Start-up date and completion date
The contracting authority and the name of their contact person (this person may be contacted if needed)
It must be clear whether the work has been executed by sub-contractors or the tenderer himself. If the tenderer has not executed the work, the reference will not document that the qualification requirement is fulfilled. In such event the tenderer must submit a commitment statement from the sub-contractor that has the relevant experience and reference projects from the sub-contractor that verify that the requirement is fulfilled.
