Nursing home places.
This agreement applies to institutional places that the participating municipalities primarily have themselves, but where the municipalities sometimes need better capacity. The nursing home places are intended to be used for person in need of somatic care/nursing and for patients who have cognitive impairment and / or a diagnosis of dementia. There may be a need for reinforced nursing and care services, increased requirements for medical supervision, shielding, maintenance of functional level and any rehabilitation.
The service need of each person is individual and must be considered when this contract is entered into and when ordering of services is implemented. Each assignment must be tailored in relation to the individual's need and the municipality's decisions about services.

There may be a need for reinforced nursing and care services, increased requirements for medical supervision, shielding, maintenance of functional level and any rehabilitation.

The service need of each person is individual and must be considered when this contract is entered into and when ordering of services is implemented. Each assignment must be tailored in relation to the individual's need and the municipality's decisions about services.

The contracting authority needs short-term stays (length from 2-8 weeks) and long-term stays. The need for nursing home places varies in scope and is purchased individually from case to case. The municipality wants to enter into parallel framework agreements with several providers to ensure accessibility, good terms and compliance with the regulations.

The nursing home places are divided into the following groups for which tenders are requested:

Group 1 ordinary nursing home place

Several types of short-term stays; rehabilitation / training / mapping and assessment, respite carefor relatives, stays for persons with challenges related to infection, stays for persons with drug addiction / psychiatry, stays for palliative care and for residents with health and functional impairments that entail a need for care and nursing 24/7. This includes persons with dementia, intoxication and psychiatry in need of some shielding, as well as the deaf and people with hearing disabilities

Group 2 Reinforced places

For patients with dementia / psychiatry who to a considerable extent have behavioral and mental symptoms. These patients have a great need for shielding and close follow-up of employees with expertise in dementia and psychiatry.

The contract value is estimated to be above the EEA threshold value. The need is uncertain. The contracting authority has previously procured such services for NOK 16,000,000 excluding VAT per annum in recent years. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

If special considerations related to the user's needs or special circumstances of the user make it necessary, the Contracting Authority may make a direct procurement from a third party.

Maximum value, including any options and expected price increases: NOK 78,000,000 excluding VAT.

The procedure described in section IV.1.1 of the notice is incorrect. The correct procedure is Open tender contest.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the assignment but has decided that it is not suitable for this type of agreement.

Framework agreement

The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.

The contract period is from and including 2022-09-05 until and including 2024-09-04. The contract will automatically be valid for a further 2 years unless terminated by one of the parties.

The contracting authority shall enter into a contract with one or more tenderers, if a sufficient number of qualified tenderers submit tenders.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
