The contest is for the delivery of equipment for gym hall, sports halls, and other entities.

Tenderers must be able to deliver products within these equipment groups: (Examples of products that must be offered are given for each group, but the list is not exhaustive.)
Indoor and fixed equipment: For example, benches, gym mats, crash mats, gymnastics equipment, climbing equipment, trampolines, bucks, gymnastics apparatus, balls, baskets, and rackets.
Outdoor equipment: For example goals in varying sizes, ball nets, climbing walls, and plastic skating rinks.
Equipment for sports halls and gym halls, as well as fixed equipment: For example goals in varying sizes, wall bars, ceiling-mounted rings, climbing wall/ropes, boulder walls, spinning bicycles, ergometer bicycles, and weights (locked and fixed).
Swimming pool equipment: For example floating equipment, rings, diving dummies, and line dividers.
Safety equipment: For example fixed, locked, and safety nets.
First aid equipment: For example first aid dummies, first aid boxes, fixed and portable - both empty and complete, plasters, bandages, tape, and ice bags. (Some municipalities have a framework agreement here.)
Hiking and outdoor life equipment
If the chosen tenderer can offer this, various outdoor life equipment/equipment, and personal equipment/textiles can be included in the contract as additional assortment.
The following products will not be included in the contract: Playground equipment, sports clothing, textiles, swimming costumes, ice skates, skiing and ice hockey equipment, canoes and kayaks, tents, avalanche senders and search probes, spades, axes, saws, GPS.

Exception
The contracting authority can procure the following equipment outside the contract:
Large equipment for outdoor arenas, multi-use games areas, and pitches.
Grandstands, ball catchers, protection nets.
Parts for equipment or equipment that must be compatible with existing equipment. Examples of these are casings for stands that require original parts to maintain guarantees for the equipment, etc
Installations that are included in contracts:
Sports equipment and related products that have qualities that are defined as a toy.
Options
An option is wanted for the procurement of service and inspections of relevant equipment that requires this after the guarantee period. Service and inspections are to be priced in the price sheet. Municipalities that would like to establish an independent contract for this area will be able to do so. The contract value is estimated to be above the EEA threshold value. The need is uncertain. Historically, the contracting authority has procured for NOK 2,000,000 excluding VAT a year in recent years. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

Lots/groups
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing up the assignment in accordance with PPR, §19-4 but has decided that this is not suitable for this type of agreement.

Framework agreement
The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.
The framework agreement will be valid from 15.11.2022 until14.11.2024. The contract will automatically run for a further 2 years unless notice is given by one of the parties.
The contracting authority will sign a contract with 1 tenderer.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.

Økonomisk og finansiell stilling:
Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than six months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, attach the certificate voluntarily if you want.

Other economic and financial requirements: Economic and financial standing
Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).
Documentation: The contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement: If the tenderer is dependent on other companies to fulfil this qualification requirement, an account thereof shall be given below. In such cases the contracting authority will assess the finances of the supporting company in the same way. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.
