The objective and scope of the contract:
The contest is for the delivery of measures for users with complex challenges within drugs and alcohol with additional problems. The users will be different ages from the year a person is 18 years.
The contract value is estimated to be above the EEA threshold value. The need is uncertain. The contracting authority has previously procured for NOK 5 million excluding VAT a year in recent years. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.
Maximum value including options and expected price increases: NOK 25 million excluding VAT:

Lots/groups
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing up the assignment, but has decided that this is not suitable.
Framework agreement
The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.
The framework agreement will be valid from 01.09.2022 until 31.08.2024. The contract will automatically run for a further 2 years unless notice is given by one of the parties.
The contracting authority shall enter into a contract with one or more tenderers, if a sufficient number of qualified tenderers submit tenders.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
