The contest concerns a framework agreement for the delivery of water meters that are adapted for remote reading.
The contracting authority has an option for using the supplier's software to retrieve signals.
See point 1.1.1 for a description of the participants in the contract.
The contract value is estimated to be above the EEA threshold value. The need is uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.
The maximum value including options and expected price increases: NOK 35,000,000 excluding VAT.

Lots/groups
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing the assignment in accordance with PPR §19-4, but has decided that it is not suitable for this agreement.

Framework agreement
The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.
The contracting authority will sign a contract with 1 tenderer.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than six months old.

Other economic and financial requirements: Economic and financial standing
Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).
Documentation: The contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.

Any other support from other companies for compliance with the qualification requirement. If a tenderer is dependent on other companies to meet this qualification requirement, an explanation thereof must be given below. In such cases the contracting authority will assess the finances of the supporting company in the same way. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.

Justification for cancellation The contracting authority is cancelling the call for tenders. The reason is that the municipalities in the process have identified very different individual needs in relation to the description of needs in the tender documentation. The differences apply, among other things, in the choice of technological solutions and the need for predictability in deliveries. Participating municipalities therefore want to improve the description of needs in order to offer the best possible solutions adapted to the individual municipality. The contracting authority has thus a justifiable reason to cancel the contest, cf. the public procurement regulations, §21-4. Thank you for your interest.
