Bodø Municipality needs to enter into a framework agreement with a tenderer that can offer both investigations of warnings, including reviewing the case's facts and composition of facts, and legal assessments of warnings in accordance with the Working Environment Act.

The assignments will vary in size and scope, but the tenderer must reckon on having full responsibility for the investigations and the legal assessments in cooperation with Bodø Municipality's HR office. It is important for Bodø Municipality to enter into a framework agreement with a tenderer that has high professional competence, and has good and appropriate routines for investigations and legal assessments of warnings.

The assignments will cover warnings in accordance with the Working Environment Act (aml. Section 2 A-1).
Examples of conditions that can trigger warnings:
- Danger for life and health.
- Danger for the climate or environment
- Corruption or other economic criminality
- Misuse of authority
- Irresponsible working environment
- Breaches of personal information security
The contract is estimated to have an annual value of approx. NOK 750,000. The annual contract value will vary depending on the number of warnings that the municipality receives, and their degree of complexity. In each case it will be the contracting authority that will assess whether there is a need for external assistance with the investigation and legal assessment of the received warning. The stipulated total contract value including an for extension is approx. NOK 3,000,000 The amounts are a guideline based on consumption in previous years. All prices are stated excluding VAT. The maximum contract value is NOK 4,000,000.
