Møre og Romsdal County hereby invites tenderers to an open tender contest for the purchase of network equipment and consultancy services to Møre og Romsdal County.
Parallel framework agreements
A contract will be signed with three tenderers for this procurement. I.e. parallel framework agreements.
Distribution of assignments under the framework agreement will be made by direct call-offs for smaller assignments with a value below NOK 100,000 and by holding mini-contests for assignments with a value above NOK 100,000.
The mini-contests to the framework agreements shall be held via the Mercell system.
Procedures for contract awards to the framework agreement is given in Annex 7.

Kort beskrivelse:
The contracting authority uses electronic procurement processes via the system provider Mercell (www.mercell.no). Amongst other things, tenders must be submitted electronically by the stated tender deadline.
Tenderers are responsible for submitting tenders by the tender deadline.
Tenderers are recommended, therefore, to submit tenders well before the deadline expires, for example, at least 1 hour before the tender deadline.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minste nivå(er) av standarder:
Tenderers must substantiate the economic and financial implementation ability by presenting a rating from a certified credit rating agency. The minimum requirement is turnover equivalent to the contract value, as well as positive equity.
Teknisk og faglig kapasitet:
Quality assurance system:
Requirement: The tenderer must have a management system that complies with the NS-EN ISO 9001: 2015 standard, or equivalent. Documentation: Certification in accordance with NS 9001, or a short description of the quality assurance system. The description must have a content corresponding to chapters 4 to 10 of the standard. A table of contents is not accepted. The tenderer must strive at, and present a description of maximum of 1 page, font Calibri 11. eCertis is not allowed.

Requirement: The environmental management system must comply with the NS-EN-ISO 14001: 2015 standard, or equivalent. Documentation: Certification in accordance with NS 14001, or a short description of the environmental management system.
