Viken Vest Innkjøpssamarbeid (VVI)

The framework agreement is for health and care services with rehabilitation of persons with mental health disorders.
The objective of the contract is to regulate legal and practical conditions regarding the procurement of places in residential and care services with rehabilitation for persons with mental health disorders and any additional problems. The service must provide an adequate offer in the form of housing with 24 hours care services as well as relevant employees.
The framework agreement will cover the municipality's need for health and care services and rehabilitation in the target group of persons who, with a background of mental illness, have developed reduced functional ability and possibly additional problems.
Additional problems can, for example, be drugs and behavioural difficulties and other compound problems.
The target group will be different ages from the year a person is 18 years.

The contract value is estimated to be above the EEA threshold value. The need is uncertain. The volume can be both higher and lower, and will depend on, amongst other things, the contracting authority's needs, activities, budgetary situation and other framework factors in the contract period.

Maximum value, including any options and expected price increases: NOK 310 million excluding VAT.

NB: The procedure given in section IV.1.1 of the notice is incorrect. The correct procedure is an open tender contest.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing the assignment and has decided that parallel framework agreements shall be entered for the procurement.

Framework agreement

The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.

The framework agreement will be valid from and including 2022-08-02 until and including 2026-08-01.

The contracting authority will enter into a contract with 5 or more tenderers, if a sufficient number of qualified tenderers submit tenders.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
