The invitation to tender includes the provision of accommodation and care services in rural environments (farms) for users with mental disabilities and / or additional problems.
The objective of the contract is to regulate legal and practical conditions regarding the purchase of accommodation services on farms or equivalent for people with mental health impairment and / or milder additional problems. The service shall provide an adequate offer in the form of housing with 24 hours care services as well as the opportunity for daytime employment under the auspices of the farm.
Residents' resources shall be strengthened through stays in housing on farms or similar in a way that reduces the need for more serious interventions at a later date. The goal for the resident is to achieve increased stability related to illness and lifestyle through targeted measures and activities.

The contract value is estimated to be above the EEA threshold. The need is uncertain. The contracting authority has previously procured services of this nature for NOK 4,700,000 excluding VAT per year in recent years. The volume can be both higher and lower, and will depend on, amongst other things, the contracting authority's needs, activities, budgetary situation and other framework factors in the contract period.

Maximum value including options and expected price increases: NOK 24 million excluding VAT.

NB: The procedure given in section IV.1.1 of the notice is incorrect. The correct procedure must be an open tender contest. See the procurement documentation for further information.

Sub-tenders/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing the assignment and has decided that parallel framework agreements shall be entered for the procurement.

Framework agreement

The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.

The framework agreement will be valid from and including 2022-08-02 until and including 2024-08-01, with an option for the contracting authority for a further extension for up to 2 years, 12 months at a time.

The contracting authority shall enter into an agreement with 8 or more tenderers, if a sufficient number of qualified tenderers submit tenders.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
