The aim of this procurement is to contribute to reaching the Agency for Urban Environment's social assignment of ensuring good life quality for the city's residents by developing and managing parks and facilities. The contract will be valid for up to 3 years from when the contract is signed. An option applies for the contract to extend the contract for a further up to 2 + 1 years on unchanged terms.

Requirement: Tenderers must be a legally established company.
Documentation Requirement: Norwegian tenderers: Company Registration Certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have the financial capacity to carry out the assignment/contract. Tenderers must be creditworthy.
Documentation requirement: The company's Annual Financial Statements for 2021, 2020 and 2019 including notes, the Board's Annual Report and the Audit Report, as well as newer information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit assessments.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Requirement 1: Tenderers must have sufficient experience of a relevant nature and scope.
Relevant natures means among other things experience from:
*Risk assessment and felling of large trees
*Waste management
*Winter maintenance footpaths/smaller roads/squares
*Cleaning/maintenance and repair of vandalism
*Smaller landscape gardener works
*Landscaping works
Relevant scope means experience from work as described in the requirements specification.
Documentation requirement 1: An overview of contracts during the last 5 years where the tenderer has carried out work of a relevant nature and scope as described in the tender documents.
The summary must indicate the contracting authority, nature of the work, scope and value, as well as the time and location of execution of the work. If the requirement is fulfilled through a subcontractor, this will be used in the contract, and a declaration of commitment must be attached. Use the attached template for the commitment statement.

Requirement 2: Tenderers must have sufficient technical, personnel and organisational capacity to carry out assignments of an equivalent scope as that in this procurement. This means, amongst other things, that tenderers must have:
Arborist(s) with valid ETW or ISA diploma/certification or equivalent.
At least three persons must have a certificate of apprenticeship as a landscape gardener, education as a gardener, landscape engineer, plant scientist, or equivalent gardening competence.
Documentation requirement 2: A description of the tenderer's average annual workforce and the number of employees in the management in the last three years.
What parts of the contract are expected to be handed over to sub-suppliers.
Information on the education and professional qualifications of arborists and landscape gardeners, landscape engineers, plant scientists, or equivalent, including, for example, CVs.
Requirement 3: Tenderers must have a quality assurance system that is appropriate for the contract work.
Documentation requirement 3: A description of the tenderer's quality assurance measures.
Description of routines and methods for the execution, internal control and documentation of the work out in the field. A description and submission of actual parts of the tenderer´s quality system, with a statement of when it was last updated. If a tenderer is certified, a copy of a certificate issued by the certification body is to be submitted.

Requirement 4: An environmental management system must be established which ensures that the tenderer is suitable to fulfil the contractual obligations for environmental regulations (see the contract point 23.4).
This means that the tenderer must have methods for working actively and systematically on reducing negative environmental impact from the activities related to the implementation of this contract.
Documentation requirement 4: A description of the tenderer's environmental management measures, including a description of the environmental policy, climate and environmental goals, conformity assessment, and measures and routines for continual improvement measures.

If the tenderer has certificates from independent bodies documenting the environmental management system relevant to the contract work, these can be submitted as documentation. The contracting authority refers in this connection to the EMAS (Eco-Management and Audit Scheme) , or other acknowledged environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme or equivalent, and other environmental management standards that are based on relevant international standards from accredited bodies, e.g., ISO 14001 or equivalent.
