Oslo Municipality, c/o the Agency for Urban Environment, invites tenderers to an open tender contest for the procurement of a contractor for upgrading roads in the Frysja urban development area. This procurement is based on a collaboration contract between the Agency for Urban Environment and the Agency for Water and Sewage. The Agency for Urban Environment is responsible for managing communal areas such as streets, squares, parks, recreational areas, sports facilities, uncultivated land, and inner Oslo fjord, as well as the city's air, noise, water, and soil. The agency's goal is to make Oslo a safe, beautiful, green, and active city. The Agency for Water and Sewage supplies the population of Oslo with drinking water and manages the sewage. The Agency is responsible for the operation, maintenance and renewal of the city's treatment facilities, as well as the pipeline network and pump stations for both drinking water and sewage water.
The Agency for Water and Sewage is the developer and builder, and will be responsible for the implementation/project management. The Agency for Water and Sewage will contribute to the project with quality assurance, professional inspections, and follow-up during the execution with its own construction manager.

The contract work will consist of upgrades to roads and renewal of the waste water pipeline in Frysjaveien from Kjelsåsveien to Svensenga.
Upgrades to roads and pavements, lighting, and surface water installations.
The contract work consists of replacing road superstructures, asphalt, and new surface water installations. The project also includes a two-sided cycle lane and green verge along parts of the stretch, as well as the temporary development of a cycle lane on the east side of Frysjaveien. The Agency for Urban Environment will be responsible for quality assurance and professional inspections during the engineering design services and execution.

The contract work consists of replacing the existing waste water pipeline in Frysjaveien. This includes excavation, drilling, laying the pipeline, as well as stocking renovation of parts of the existing pipeline. The Agency for Water and Sewage will be responsible for quality assurance and professional inspections during the engineering design services for and execution of the water and sewage installations.

The aim of the procurement is to upgrade Frysjaveien to a safer, aesthetically, and more appropriate road for cyclists and pedestrians. The number of inhabitants in the area is increasing, who need a safer and more accessible street. The work must be carried out in 3 phases due to the ongoing and future transformation. This procurement is for construction phase 1, which covers the establishment of pavements, cycle lanes, and green verges as described in the attached drawings and description. In addition the existing waste water pipeline must be replaced.

See the Description of Amounts: The processes 54.4 and 55.12 in chapter 3-3 Road Installations in the description of amounts (annex 2) are options. The items can be implemented as agreed with the builder.

Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation Requirements: Norwegian companies: Company Registration Certificate.
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling: The contracting authority will obtain a credit rating.
Minste nivå(er) av standarder: Tenderers must have the economic and financial capacity to fulfil the contract.
Teknisk og faglig kapasitet:
1) A description of the tenderer’s most relevant assignments in the last five years. The description must include:
o The contracting authority and contact information (name, telephone number and email address)
o The nature, scope, and value of the work
o Date of execution
References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer's responsibility to provide a description documenting its relevance.
2) A description of the tenderer's quality assurance system. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certification, it is sufficient to provide a copy of a valid certificate. The contracting authority will also accept other documentation demonstrating that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system´s content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.

3) A description of the tenderer's environmental management measures, including a description of environmental policy, climate and environmental goals, conformity assessment, and measures and procedures with continual improvement measures. The contractual relationship will be regulated by the Norwegian Building and Construction Contract Standard NS 8405, with Oslo Municipality's contract formular for NS8405. See the attached contract, annex 4.1.
