Since 2005 the knowledge environments and industry have worked with purpose to upgrade and modernise the laboratories. The general aim has been, and is, to realise a centre that will ensure value creation for Norway through competitive Norwegian ocean space industries. Ocean Space Centre (OSC) is a joint name for the marine laboratories.

Ocean Space Centre is divided into the following wings:
- Wing A Offices and education building (Tyholt).
- Wing B Wet laboratories, structure and machine laboratories, storage, workshop and parking (Tyholt).
- Wing C Teaching laboratories, power plant. Wing C will also contain both wet and dry teaching laboratories (Tyholt).
- Fjordlab, central operations in Heggdalen, as well as installations in three sea areas; Trondheim Fjord, Hitra/Frøy and outside Ålesund. In addition small buildings will be established in Ålesund.
Wing B for K203 includes wet laboratories, workshops, and storage, as well as communal functions such as workplaces, meeting rooms, customer and control rooms, and parking in the basement. The building includes user equipment that has a large impact on the building. There are large dimensions for the basins, which in turns gives a large span in the roof construction and deep building pits. The function requirements for the laboratories have strict requirements as regards tolerance in the concrete in the basins.

This contract is for a turnkey contract for Wing B in the project. The work will commence with an interaction phase, where the intention is to use the contractors' competence in cooperation with BUT suppliers, and thereby achieve an agreed and quality assured basis for the execution of the project. In this way predictability is ensured for both the contractor and the builder. The process is expected to reduce the cost and risk for the project. The goal is to ensure a joint understanding of the project, as well as the interfaces between the building and the complex user equipment (for example, wave machines, current installations, floor that can be raised/lowered). The interaction period is scheduled for last for 1 year (including holidays) with a start-up in Q1 2023. This part of the project is detailed in annex F2 Execution Model.

Beskrivelse av opsjoner:
South facade ocean basin: As an alternative to the described solution like the facade towards the west, the facade towards the south is to be priced with a solution with running water as an option. (2.3.8 in B1)
Aggregates: For aggregates in the dry zone of the building (360.007 - 360.012), an option price is wanted for the delivery of built-on-site automation for the aggregates. (3.6.5.1 in B1)
Fire alarm: A timer for temporary disconnection of fire detection in the respective rooms is included as an option. Prices are to be given per ready commissioned unit. (5.4.2 in B1)
Lift: A service contract for three years is to be offered. (6.2.1 in B1)
Site road: A site road from Kong Øysteins vei to Wing C is planned to be transferred to the next contract. The site road is to be removed and the area 'Spruten' returned to its original condition as an option. (Chapter 2 in C2)
Site fences: Site fences as in phase 00.80 will be taken over by the next contract, wing C, assuming that this starts as planned. As an option, the fences are removed and the outside areas affected by Wing C are completed in accordance with the landscape architectural plan. (Chapter 3 in C2)

Økonomisk og finansiell stilling:
Statsbygg will carry out a credit rating of the tenderer. Tenderers can also be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.
Minste nivå(er) av standarder:
Tenderers must have satisfactory financial implementation ability. The size of the turnover in relation to the contract value, can be emphasised.
Teknisk og faglig kapasitet:
A project description must be submitted for up to 7 projects in total, not older than 10 years. These must be maximum 1 page per project.

Tenderers are required to have sufficient experience as a turnkey contractor/general contractor from assignments of comparable value. In addition the following is required:
- experience with the construction of complex and waterproof concrete constructions with strict tolerance requirements, and a high integration between the building and mechanical user equipment.
- experience with deep building pits partially below the ground water level.
- experience from being responsible for coordination, progress, transport in, and logistics for own work and for suppliers of user equipment.
