The contracting authority is in need of a framework agreement for the purchase and establishment of turnkey charging points for electric vehicles, as well as assistance operating and maintaining these, including continuous upgrades and replacement of existing and new charging points. Operation and maintenance includes all of Oslo municipality's charging points, except for lightning and quick chargers covered by the service concessions, and covers all of the geographical area of the municipality.

A backup system for the respective charging points is also excluded from the scope of the procurement, as this is covered by a separate procurement and contract.
The contracting authority estimates that this work will involve the establishment of approx. 200 turnkey charging stations per year throughout the duration of the agreement, as well as service and maintenance of these and the existing approx. 2100 charging points. The maximum combined value is NOK 145 million throughout the duration of the framework agreement.

In the meantime, it is emphasised that there is considerable uncertainty regarding the estimates stated above. Among other things, the contracting authority does not have sufficient insight into the extent of political guidance to specify its estimates.

Documentation Requirement: Norwegian tenderers: Company Registration Certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
Documentation requirement: Tenderers must submit annual accounts including the board's annual report and the auditor's statement for the last three years. If the tenderer does not have Annual Accounts for the last three years, the Annual Accounts for the last or two last years should be delivered.

Foreign tenderers must submit their comapny's annual financial statements or extracts thereof if publication of the annual financial statement is required in the country where the tenderer is established.
The contracting authority reserves the right to collect credit evaluations through an independent credit assessment company.
Teknisk og faglig kapasitet:
1) Tenderers must have experience from relevant and comparable deliveries.
2) Tenderers are required to have a quality assurance system that ensures that the tenderer is suitable to fulfil the contractual obligations for social requirements (see Annex 2 point 13 of the Contract Formula). This means that the tenderer has methods for management of the supplier chain that enable follow up of the supplier chain and compliance with Basic Human Rights, i.a.:

- No person must be subjected to torture or gruesome, inhuman or degrading treatment or punishment (UN’s Universal Declaration of Human Rights art. 5).
- All workers have the right to fair and good payment that ensures them and their family a dignified existence, and if necessary, complemented by other social protection (UN’s Universal Declaration of Human Rights art. 23.3).
- Everyone has the right to rest and leisure time, including reasonable limiting of work hours and regular holidays with pay. (UN’s Universal Declaration of Human Rights art. 24)
ILO's core conventions:
- ILO convention no. 138 and 182 (ban on child labour), nos. 29 and 105 (ban on discrimination) and numbers 100 and 111 (ban on discrimination) and nos. 87 and 98 (freedom of association and right to collective bargaining).
- International law regulations related to the delivery in this contract, including relevant UN decisions that Norway is subject to.
3) Tenderers must have a good and well functioning environmental management system. Tenderers must have routines for systematic environmental management.
Minste nivå(er) av standarder:
1) Documentation requirement: An overview of up to 5 relevant deliveries that the tenderer has carried out in the last 3 years. The overview of the deliveries must, as a minimum, include the following:
- Short description of the delivery, including the name of the contracting authority.
- Date of implementation.
- Scope of the delivery stated in monetary terms.
2) Documentation requirement: A description of the the system for managing the supplier chain, that the tenderer will use to carry out the contract. This includes quality assurance measures that enable systematic follow-up of the work on safeguarding basic human rights, the ILO's core conventions and the international law regulations related to the delivery in this contract, including relevant UN decisions that Norway is obliged to further down the supply chain / production process.

A description of the tracking systems that the tenderer will use to fulfil the contract. The description must state methods and/or systems that enable tracking of the production locations and country of origin involved in the supplier chain for the goods in this contract.

The use of the aforementioned annex is voluntary for the Tenderer, but is intended to be a support tool for documenting social qualification requirements. Tenderers are asked to be aware that the annex is only intended as support and supplementation. The response must also include an in-depth description/documentation/explanation.

3) Documentation requirement: Provide a short description of the tenderer's environmental management system.
The report must, as a minimum, contain an overview of the following:
- Routines for follow-up and updates on the company's environmental performance.
- Routines for continuous training of personnel within environmental work of significance to the contract.
- Routines that ensure compliance with the relevant environmental regulations.
- Routines for registration of follow-up of environmental events and deviations.
The environmental management system must reflect the tenderer's obligation in regards to proper handling of waste, considerate production and material choices. Any certifications are accepted provided that they reference routines and measures for environmental objectives. The tenderer must show where in the certification these procedures and measures are described.
