Askøy Municipality would like to procure a framework agreement for the delivery of water meters in different dimensions for its water and sewage facilities.
The framework agreement will be for an initial two years. Askøy Municipality will then have an option to extend the contract for up to a further 2 + 2 + 2 years, to a total of 8 years including all the options.
The framework agreement's scope is estimated to be NOK 10 million excluding VAT over the contract period all options.

The contract can be renewed for up to a further 2 + 2 + 2 years. The maximum framework agreement including all options period is 8 years.

Qualification requirement: tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation Requirements: Norwegian companies: Company Registration Certificate. Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Qualification requirement: tenderers must have sufficient solidity and financial capacity to carry out the assignment. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.
Minste nivå(er) av standarder:
Tenderers must have sufficient economic and financial capacity to carry out the assignment. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Teknisk og faglig kapasitet:
1) Qualification requirement: tenderers must have experience from comparable assignments.
Documentation requirement: description of the tenderer's three most comparable assignments in the course of the last 5 years. The description must include: the recipient (name, telephone number, and email address), the assignment's scope and value, the delivery date and length, and a description of the delivery. It is the tenderer's responsibility to document relevance through their description.

2) Qualification requirement: tenderers must have a good environmental management system.
Documentation requirement: tenderers must submit a short description of the environmental management measures that have been implemented in the company. If the tenderer is certified in accordance with ISO 14001, Eco-lighthouse or equivalent standard, it is sufficient to present a copy of a valid certificate.
