This procurement concerns delivery of veterinarian duty services in Follo veterinary district (Frogn, Nesodden, Ås, Vestby, Enebakk and Nordre Follo). Tenderers can offer multiple veterinarians who wants to be included in the scheme. The offered veterinarians must be names, described and documented in accordance with the award criteria 2.2.2 Assignment specific competence. The contracting authority will sign a contract with multiple tenderers, as long as a sufficient number of qualified tenderers submit tenders. The choice of number of suppliers is determined based on a need for four to eight veterinarians.
The value of the procurement is anticipated to be approx. NOK 880 000 excluding VAT per year. The amount is an estimate and is not binding for the contracting authority.

The veterinary duties scheme was established in accordance with the Act from 15 June 2001 No 75 on veterinary surgeons and other animal health personnel § 3 a.

The veterinary duty scheme must ensure that the municipality/municipalities establish clinical duty for veterinary surgeons in all parts of the country, so that necessary veterinary help can be obtained outside ordinary working hours. The veterinary duty is a necessary part of the stand-by against serious infectious animal diseases and it is important for maintaining good animal welfare.

160 duty districts have been established, in addition to five duties in ‘urban areas’.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing up the assignment in accordance with PPR Section 19-4, but has decided that this is not suitable for this type of contract.

Framework agreement.

The procurement will be regulated by the attached framework agreement.

The framework agreement has a duration from 1 September 2021 to and including 31 August 2025.

The contracting authority will sign a contract with multiple tenderers, as long as a sufficient number of qualified tenderers submit tenders. The choice of number of suppliers is determined based on a need for four to eight veterinarians.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.

Tax and VAT certificates

Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).

Documentation requirement: requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507,previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, attach the certificate voluntarily if you want.

Other economic and financial requirements: economic and financial standing.

Requirements regarding the tenderer's economic and financial standing: the financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).

Documentation: the contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement. If the tenderer is dependent on other companies in order to fulfil this qualification requirement, the required documentation for this must be presented. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.

The veterinary duty is a necessary part of the stand-by against serious infectious animal diseases and it is important for maintaining good animal welfare.

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing the assignment in accordance with PPR §19-4, but has decided that it is not suitable for this procurement.
