Folkehelseinstituttet (the Norwegian Institute of Public Health) is holding an open tender contest with the aim of entering into a framework agreement for the delivery of a vaccine against diphtheria, tetanus, pertussis and poliomyelitis for children in the 2nd school year. The vaccination is a part of the Norwegian child vaccination programme.
The competition will be implemented as an open tender competition in accordance with the Public Procurement Regulations' Parts 1 and 3. Award will be based on the award criteria of price and quality, where the quality criteria is weighted significantly higher than price. The competition is implemented electronically in the CTM electronic tender documentation tool (Norwegian abbreviation: KGV).
During the same time period, the Norwegian Institute of Public Health conducts a separate tender contest for vaccines against the same diseases for vaccination of children in the tenth school year. It is not allowed to submit combined offers for both of the procurements.
The Norwegian Public Health Institute takes into account summer holidays when deciding the deadline for receipt of tenders.

About vaccination of 2nd year students in the Norwegian child vaccination programme:
Children who have previously been vaccinated against diphtheria, tetanus, pertussis and poliomyelitis are routinely offered a booster dose against these diseases while in 2nd year. In the current child vaccination programme, a vaccine with high antigen content is used, but vaccines with lower antigen content can also be relevant.

In addition to the booster vaccination in 2nd year, the same vaccine is used for the basic vaccination of children and youth who were not previously vaccinated, or who have not completed the normal programme of three doses.
Commencement of vaccination under a new contract is estimated to be Q3 2022.
Call-offs beyond the minimum volume are based on actual request, i.e. orders from the Norwegian Institute of Public Health's health centres.
The objective of the procurement is to ensure the delivery of booster vaccine against diphtheria, tetanus, pertussis and poliomyelitis for 2nd school year students in the Norwegian child vaccination programme for the period 2022-2025. (The years 2024 and 2025 are options. See the tender documentation point 1.8 Contract Period.)

Background information for selection of minimum requirements and award criteria:
The Norwegian Institute of Public Health has…
… good knowledge in advance of relevant vaccines’ properties and has decided that it will still be desirable to have a vaccine with high antigen content due to a stronger booster effect. However, it can be acceptable to have a vaccine with a lower antigen content, provided the protection against pertussis can be considered adequate. In this context, the focus is on pertussis in one of the minimum requirements, as this is traditionally a disease that is difficult to achieve high protection against.
… decided that the aim of the procurement is best achieved through a contest between vaccines of high antigen content against all four diseases, i.e. vaccines that also are suited to primary vaccination in addition to booster vaccination. The Norwegian Institute of Public Health therefore primarily wants to enter into a contract for such a vaccine. In a situation where this is not possible, it would be relevant to enter into a contract for another vaccine, given that it fulfils the minimum requirements. Award criteria and the associated weighting are chosen to facilities this.
The desired date for the first delivery included in the new contract is no later than the end of August 2022.
The Norwegian Institute of Public Health will, in accordance with the contract, be obligated to make call-offs for a minimum volume of 75 000 doses per calendar year in the contract period. (Supply agreement point 3.2). The tenderer will be obligated to be able to deliver up to 110 000 doses per calendar year in the contract period. (Supply agreement point 3.3)

The Norwegian Public Health Institute is not obligated to submit orders beyond the minimum requirement per year.
Based on the publicly available information about the maximum purchase price of relevant vaccines for pharmacies (AIP), the procurement value is estimated to be a maximum of NOK 96.14 million. The contracting authority is not bound by the stated estimate.

Vilkår for kontraktoppfyllelse:
All conditions are given in the tender documents, including a draft contract and information in the Complete Tender and Contract Management solution (Norwegian: KGV).
The Norwegian Public Health Institute refers in particular to the tender documents' section 1.9 Special contract terms
• The Norwegian Institute of Public Health requires ethical and socially responsible production. (Supply agreement point 12, 12.1 – 12.4);
• The tenderer shall be a member of the Legemiddelansvarsforeningen [Pharmaceutical Liability Association] (Supply Agreement, point 11.2);
• Folkehelseinstituttet [the Norwegian Institute of Public Health] can re-sell, non-distributed, vaccine doses (Supply Agreement, point 18.1);
