Viken fylkeskommune

The assignments in the framework agreement shall mainly apply to consultancy and engineering design services for transport projects, e.g. preliminary projects, development plans with technical detailed plans, construction plans with tender documentation and follow-up in the construction phase. The necessary reviews and analyses in the mentioned project phases are also included. Furthermore, the contracting authority may need other assistance, e.g. in relation to administrative tasks. In some cases, it may be relevant for the provider to be temporarily co-located with the contracting authority. The list is not exhaustive.

The estimated total value of the framework agreement is NOK 50-100 million excl. VAT. over 4 years per year, but there is great uncertainty associated with the estimate. Please note that the stated cost frame does not represent any obligation for the contracting authority. The total value will depend on public grants and the capacity at the contracting authority.

The aim is to enter into identical parallel framework agreements with up to 4-7 Providers.

Tenderers must have their tax and VAT payments in order.

— the tenderer must be registered in a company register, professional register or a trade register in the state where the tenderer is established;

— the tenderer shall have the economic and financial capacity to carry out the assignment/contract.

Teknisk og faglig kapasitet:

— the tenderer shall have the requisite professional foundation necessary to comply with the contract obligations, c.f. the descriptive section in annex 1;

— the tenderer shall have a good and well functioning quality assurance system;

— the tenderers shall have a good and well functioning environmental management system.
