Kort beskrivelse:

Phase 1. The project is detailed to the equivalent of a draft project with drawings, area layout, a description of the architectonic and technical solutions, as well as the choice of materials. The draft project with the description is the basis for the price offer for the execution of the project. The turnkey contractor must assess the scope of the alterations in consultation with the architect's proposal for the overall solution.

The solution documents from phase 1 will be evaluated by the builder's jury, which will select a winner. The jury will comment on each award criterium in phase 1 and will describe their assessments of the received projects. This will be summarised in a jury document together with the reason for the choice of the winner project. The paramount requirement will be that the winner project is 'buildable'.

Stage 2. A separate contract will be signed in accordance with NS8402 between the builder and the turnkey contractor in this phase, where the winner group will cooperate with the builder and user group on the further development of the project up to an agreed preliminary project adapted to the users' needs, as well as an adjusted price offer. All considerations to public requirements, safety, building constructions, technical solutions, and outdoor installations must be taken care of in this phase. The implementation plan must be prepared in cooperation with the college's users in this phase. The county's user coordinator will hold a series of meetings with all user groups. The architect, landscape architect, consultants, and contractors will hold engineering design meetings and special meetings in order to review the project sufficiently to agree the final contract sum. The economic consequences of changes resulting from and agreed in the phase must be calculated with the net calculation added to the mark-up percents ('open book'), and documented to the contracting authority.

The contracting authority reserves the right to change the programme between phases 1 and 2 up to 15 % within the contract framework. Changes to the submitted draft project must therefore be expected.

Any builder deliveries will also be clarified with the builder in this phase.

The application for general permission is included as part of the work in phase 2.

The agreed changes from phase 2, together with the adjusted price offer from phase 1, will form the contract basis for the execution phase in accordance with NS 8407. A prerequisite for this is that there is agreement on the function requirements and price, as well as any political approval of the project if there are deviations to the agreed area limits, progress, or budget. The builder reserves the right to cancel the contract after phase 2 without the chosen tenderer being able to claim compensation for this.

Stage 3. The execution phase includes the detailed engineering design services, application for start-up permission, construction, and follow-up in the guarantee period. The turnkey contract will be the contract party in all phases and will be responsible for the execution. Due to the pressure on progress and considerations to the college being open, the contracting authority sees that it is appropriate to start the preparations for the construction work in summer 2021. This will be before the final execution contract is in place, and it will be solved through a separate contract.
