The aim of the procurement is to enter into a contract for a turnkey contract for the construction of a complete fire station and operations building (technical service building), with the accompanying outdoor installations in Skogsskiftet. Øygarden Fire and Rescue's fire station will make up the majority of the new building.

Option prices are to be submitted for the development of the parking area for Skyss buses to the south of the site (options 1 and 2). Furthermore, option prices are to be submitted for levelling the site to the north of the fire station (option 3).
The handover/completed building is 19 months from when the contract is signed. An informative progress plan with the construction time must be attached to the tender.

Økonomisk og finansiell stilling:
Tenderers must have good economic and financial capacity, related to the size and risk of the contract in question. Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with licence to conduct this service. - Declaration of turnover from activities in the last three fiscal years.

Teknisk og faglig kapasitet:
Good experience is required: Tenderers must have good experience from assignments that can be compared, including experience with engineering design services and the execution of work of an equivalent size to turnkey contracts.
Documentation requirement: A description of up to 3 of the tenderer’s most relevant assignments in the last 5 years. Use Annex 5_Referrence Form.
The description must include information on:
- The contracting authority or recipient.
- Assignment description; a brief description of the project, contract model, scope and what functions the company had in the project
- Delivery date (from/to)
- The length of the contract from when it was signed until handover.
- Contact person for the delivery in question, as well as contact information.
It is, however, the tenderer´s responsibility to document relevance through the description. Tenderers can document experience be referring to the competence of the personnel that can be used for this project, even if the experience was acquired while the personnel was in the service of another employer.

Implementation ability requirement. Tenderers must have sufficient capacity and implementation ability. Documentation requirement: Overview of the company's total manpower, as well as an overview of the number of man-labour years, with competence for special/important disciplines for the execution of this contract.

Tenderers must present a statement of how they will secure sufficient capacity for this assignment. A staffing plan must be attached for the assignment, which shows the number of own employees, hired workers, sub-contractors, etc., as well as an organisation plan for the project.

Quality assurance requirement: Tenderers must have satisfactory quality assurance routines. Documentation requirement: A description of the tenderer's quality assurance methods, with emphasis on quality assurance, resource management, management responsibility, the manufacturing process and continual analysis and improvement.

If a tenderer has an ISO 9001:2015 certificate, or equivalent 3rd party verified system, the valid certificate will be sufficient documentation.
Environmental management requirement: Tenderers must have an established environmental management system. Documentation requirement: A description of the tenderer's environmental management system.
If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse or equivalent standard, it is sufficient to present a copy of a valid certificate.
