Lørenskog municipality invites tenderers to a competition for a framework agreement for transport services for users with specific needs, to/from various work places, activities and schools in the municipality.
The service provider shall transport users in Lørenskog municipality who fulfil the terms for the right to such transport, to various work places, schools and activities, which are mostly within the municipality´s borders. The users have psychological and/or physical disabilities with needs that mean that the use of public transport is unsuitable. The users´ disabilities vary and some users depend on an attendant during transport. The number of users is approx. 50 persons. Approx. 46-49 transport weeks per year are expected.

Purpose of the procurement
The contracting authority invites tenderers to a competition for a framework agreement for the procurement of transport services for users with particular needs, to/from various work places, activities and schools in the municipality.
The service provider shall transport users in Lørenskog municipality who fulfil the terms for the right to such transport, to various work places, schools and activities, which are mostly within the municipality´s borders. The users have psychological and/or physical disabilities with needs that mean that the use of public transport is unsuitable. The users´ disabilities vary and some users depend on an attendant during transport. To the degree that an attendant is relevant, the attendant will be employeed at the contracting authority or will be a relative of the user. Scope of the procurement
The number of users is estimated to approx. 50 persons(user group 1; users with wheelchairs are estimated to approx. 11 persons and user group 2; users without wheelchairs are estimated to approx. 37 persons). This is an estimate, and the scope may vary as the number of persons with special needs may change, due to relocations, changes in services for the relevant persons etc. Approx. 46-49 transport weeks per year are expected with exception for Easter holidays, Christmas, and New Year, as well as other public holidays. In the month of July, at Christmas and Easter, the amount of transport assignments is empirically lower. See Appendix 1 Requirements specification section 2.2 - 2.5 and in appendix; ‘Oversikt over brukere og adresser’ (‘Overview of users and addresses’) for further information on the scope.

The agreement is entered into for a period of 4 years (2 + 1 + 1) with an option for 3 months of mutual termination. The financial scope is estimated to NOK 8 500 000 over a 4-year period. Reservations are made regarding the municipal council's allocations.

Experience from comparable assignments.
Tenderers must have experience from comparable assignments. Relevant experience is defined experience from transport services to municipalities/health trusts/counties for users with mental and physical disabilities of a certain extent. Individual assignments/individual bookings will not be seen as relevant experience.

Capacity and the ability to fulfil the contract.
Tenderers are required to have an organisation that has the capacity to carry out the assignments in accordance with the contract.
Necessary permits the tenderer and any sub-contractors must have the necessary permits for the vehicles and the assignment.
Quality assurance system
A good and well-functioning quality management system is required for the services that shall be delivered. The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
