Tenders can be submitted for one or both sub-tenders. When pricing tenders, prices are to be submitted as if the tenderer is only awarded one of the sub-tenders. There is a separate column in the price sheet to state any discount if both sub-tenders are awarded.

The contracting authority reserves the right to award both sub-contracts to the same tenderer if this, after an evaluation

Tenders are to be submitted for the transport and complete treatment of food waste from a reloading station as it is

collected by the contracting authority.

The service must start as soon as possible after the contract has been signed, and at the latest within 7 days of the

contract signing.

In 2020 approx. 5000 tonnes of food waste was collected. Asker Municipality does not have a basis to state what the amount will be in the future. The amount of waste will be relatively stable throughout the year, but it can

vary, and the amount can increase in the summer as there is also

collection from holiday homes.

The tenderer's assignments will be to recycle the amount that is generated, in accordance with the

source sorting in households. The food waste content will be a result of established

source sorting and how households do this.

The contracting authority gives no guarantee for amounts or the composition of the food waste, including wrong sorting,

net weight, dry matter content, etc.

The estimated value over the entire contract period is NOK 20 million excluding VAT. The maximum contract value over the entire contract period is NOK 40 million excluding VAT.

Beskrivelse av fornyelser:

The contracting authority will have an option to extend the contract for a total of 6 months (3+3 months). The options will be taken up unilaterally by the contracting authority, minimum 3 months prior to the expiration date of the contract. The use of options will be on unchanged terms.

source sorting in households. The contents of the residual waste will be the result of the established source sorting and how households do this.

The contracting authority gives no guaranteed for amounts and the composition of the residual waste, including

wrong sorting, burnable value, net weight, dry matter content, etc.

The estimated value over the entire contract period is NOK 40 million excluding VAT. The maximum contract value over the entire contract period is NOK 80 million excluding VAT.

Requirement:

Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.

Documentation requirement:

For Norwegian tenderers:

After a tender has been submitted, the tenderer must consent to Tendsign obtaining and the contracting authority receiving information on the above via Tendsign. After a tenderer has submitted a tender in Tendsign, the tenderer will receive a request from Altinn on consent to share tax information. The consent is valid on an organisation level and is valid for three (3) months.

If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Økonomisk og finansiell stilling:

Requirement:

The financial capacity to carry out the agreement is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the agreement, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers.

Newly established companies must have the financial capacity to implement the agreement.

Documentation requirement:

The contracting authority will carry out an assessment of the tenderer´s finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.

The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the Tenderers can be assessed on equal terms.

Tenderers can attach other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation.

Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing.

This also applies to foreign tenderers.

Teknisk og faglig kapasitet:

Quality and environmental environment:

Requirement:

1. Tenderers must have a satisfactory quality system that covers the activities included in the assignment. The term quality system includes, amongst other things, that the tenderer is conscious of, for example, quality goals, planning, security, deviation management, and quality improvements.

2. Tenderers are required to have a well-functioning environmental management system, or be certified for environmental management.

Documentation requirement:

1. Description of the tenderer's quality system. Alternatively a copy of a quality system certificate in accordance with ISO 9000-9004.

2. A description of the tenderer's environmental management system. Alternatively a copy of an attestation or certificate confirming the tenderer's environmental management system, for example EMAS, ISO 14001 or Eco-Lighthouse. Other certificate issued by bodies in other EEA bodies can be presented, provided that the tenderer can document that these are equivalent to EMAS, ISO 14001 or Eco-Lighthouse. The contracting authority will accept other documentation for equivalent environmental management measures if the tenderer is not able to get such certificates by the deadline, and this is not due to the tenderer himself. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.

Other technical and professional qualifications:

1. Tenderers must have relevant experience from similar contracts.

2. Tenderers must have sufficient financial capacity to fulfil the contract.

1. An overview of all relevant assignments in the last five years, including information on the value, date, and the name of the public or private recipient with contact information for any reference collection.

2. An account of the vehicles, treatment facilities, technical equipment and personnel that the tenderer can use.
