Oslo kommune v/ Bymiljøetaten

Oslo municipality, c/o the Agency for Urban Environment (Norwegian: BYM) invites to an open tender contest related to the delivery of a top system for street and road lights. The Agency for Urban Environment (Norwegian: BYM) is responsible for the majority of the public lighting in the city. This involves, amongst other things:
• 60 000 lighting fixtures for roads, streets and urban spaces;
• 5 000 lighting fixtures for lighted ski tracks;
• 840 current distribution cabinets connected to a top system for control;
• The electricity consumption for street lights amounts to approx. 21 GWh/year.
By introducing intelligent lighting, where Oslo Municipality has been a pioneer, approx. 30 000 smart and dimming lighting fixtures. The intelligent lighting supports the goals concerning energy efficient operation in line with the goals of Oslo as Europe’s Green Capital in 2019 and ‘a Smart, safe and green city’, and achievement of climate targets. The procurement of a new top system is a part of the overall renovation of street and road lights control.

For an efficient and safe operation of the city's 60 000 road light points, there is a need for a new control system (‘top system’). This is important both to ensure proper lighting for a safe and secure environment for the city's residents, but also to avoid unnecessary energy use and facilitate planning and follow-up of maintenance.

Egnethet til å utøve yrkesvirksomheten:
Qualification requirement 1: The tenderer shall be a legally established enterprise.
Documentation requirement 1: Company Registration Certificate
Økonomisk og finansiell stilling:
Qualification requirement 2: The tenderer must have the financial capacity to carry out the assignment/contract.
Documentation requirement 2: Credit assessment/rating, not older than 1 year from the deadline for receipt of tenders, and which must be based on the last known fiscal figures.
Teknisk og faglig kapasitet:
Qualification requirement 3: Tenderers must have relevant experience, and must have delivered a similar system as requested in this contract to other relevant activities.
Documentation requirement 3: A description of the three most relevant deliveries that the tenderer has made (delivered) in the last five years, together with information on the values of the contracts, time and name of the recipient.

Vilkår for kontraktoppfyllelse:
