The contracting authority hereby invites tenderers to an open tender contest for ticket inspections. The ticket inspections are to be carried out on board our buses, boats and ferries. In the long term ticket inspections can be required for city bicycles and other future means of mobility.

Most of the inspections occur between 7.00 — 10.00 and 13.00 — 17.00 from Monday to Friday. In addition there are some inspections between 17.00 – 22.00 on weekdays. Some inspections take place at weekends between 8.00 – 22.00. Most are inspections on buses.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement for legal registration: Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate, not older than three months at the tender deadline.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Requirement for tax payments: Tenderers must have their tax and VAT payments in order.
Documentation Requirement: Norwegian companies: A tax and VAT certificate must be submitted. The certificate must not be older than six months at the tender deadline. See: https://www.skatteetaten.no/skjema/attest-for-skatt-og-merverdiavgift/
Foreign companies: Documentation proving that the company is up to date with tax payments as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient financial capacity to fulfil the contractual obligations.
Documentation Requirement: Tenderers must submit the annual accounts for the last 3 years, including the board's annual report and the auditor's statement, and any other documentation showing that the tenderer fulfils this qualification requirement.
In addition the contracting authority will obtain its own credit rating of the company via credit rating company. Tenderers must achieve a rating of 'credit worthy'.

Teknisk og faglig kapasitet:
Requirement 1: Tenderers must have permission to operate inspection services, cf. the Act and regulations on duty services, section 3.
Documentation requirement 1: The requirement must be documented by submitting permission issued by the police. If the permission is older than 12 months from the date the tender is submitted, the tenderer must attach confirmation from the police that the permission is still valid. (A copy of an electronic letter from the executive officer at the police will be sufficient.)

Requirement 2: Tenderers must have sufficient experience from equivalent assignments in the last 3 years.
Documentation requirement 2: Description of the tenderer's most relevant assignments in the the last 3 years. The description must include a statement of the assignment´s value, date and recipient (name, telephone number and e-mail address).
References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer´s responsibility to provide a description substantiating relevance.
