The objective of the framework agreements is to cover the Contracting Authority's need for Kartanker (wool boot liner) and wool soles through the establishment of two framework agreements (lot 1 and lot 2). The products shall be used by military personnel in the Norwegian Armed Forces, for use in cold climate, as part of military use, training and operations.

The procurement consists of the following two framework agreements/lots:

Beskrivelse av fornyelser:
The framework agreement duration is two years. The contracting authority will have the option to extend the framework agreement one or more times for a further two years. The maximum duration of the agreement including options is four years.
Beskrivelse av opsjoner:
The framework agreement has 2 options: one for inventory build-up and one for "host nation support". See the rules of the procurement in point 1.4 for further information.

QUALIFICATION REQUIREMENT:
The tenderer must be registered in a company register or trade register in the state where the tenderer is established.
DOCUMENTATION REQUIREMENT:
Norwegian tenderers: Company registration certificate
Foreign tenderers: Confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
QUALIFICATION REQUIREMENT: Tenderers must have the required economic and financial capacity to fulfil the contract. It is sufficient to fulfil the requirement if the tenderer has achieved credit rating ‘credit worthy’ or equivalent.
DOCUMENTATION REQUIREMENT: Credit rating from a certified credit rating company, based on the last known fiscal figures. The rating must not be older than three months.
Teknisk og faglig kapasitet:
TECHNICAL AND PROFESSIONAL QUALIFICATIONS.
QUALIFICATION REQUIREMENT 1: The tenderer must have technical key personnel at disposal with good knowledge of the production of the products, cf. Annex B - Requirements Specifications, or for similar products. DOCUMENTATION REQUIREMENT 1: Name and position of vital technical personnel. A description of the education, experience, and professional qualifications for the personnel that the tenderer has at his disposal to complete the delivery. The description must be a maximum of one A4 page per person. CVs are not requested here.

QUALIFICATION REQUIREMENT 2: The tenderers must verify the production capacity in the form of a description of the production machines and / or tools they are using, as well as the number of produced articles of the same or similar design as Kartanker (wool boot liner) for the last 3 years.

DOCUMENTATION REQUIREMENT 2: An overview of the tenderers' production capacity through a description of production machines and/or production tools. A verifiable report is also requested which shows the number of produced articles of the same or similar design as for Kartanker (wool boot liner) the last 3 years. The above will be assessed on whether, after an overall assessment, they are considered to have sufficient production capacity to fulfil the agreement. If the tenderer is unable to substantiate sufficient production figures from the previous 3 years, the tenderer must present a plan on how the production need shall be met. It is the tenderer's responsibility to confirm relevance through the description.

SYSTEM FOR QUALITY ASSURANCE:
QUALIFICATION REQUIREMENT 1: The Supplier shall have established a Quality Management System that is in accordance with the requirements given in ISO 9001: 2015 Quality Management Systems - Requirements The Supplier's Quality Management System shall be of relevance to the products the Supplier shall deliver through the scope of delivery of the contract, cf. ISO 9001:2015, 4.3 - Determine the scope of the management system for quality. DOCUMENTATION REQUIREMENT 1: If a tenderer is certified in accordance with ISO 9001:2015, it will be sufficient to submit a copy of a valid ISO 9001:2015 certificate, with a scope that is relevant for the scope of the delivery, and which was issued by a third party accredited certification body. If a tenderer does NOT have a valid ISO 9001:2015 certificate, the tenderer must present a description of the scope of the current Management system for quality, and a conformity matrix that shows conformity between the Tenderer's management system for quality and ISO 9001:2015. The conformity matrix must refer to documented information (process descriptions, procedures, instructions, etc.) in the tenderer's management system for quality, with reference to the document name/number and the requirements in ISO 9001:2015.

ENVIRONMENTAL STANDARD SYSTEM:
QUALIFICATION REQUIREMENT 1: The tenderer must present documentation showing a system for safeguarding the environment. DOCUMENTATION REQUIREMENT 1: A description of environmental management measures that have been implemented in the company. If a tenderer is certified in accordance with ISO 14001:2015 or equivalent standards, it is sufficient to present a copy of a valid certificate. If other certificates than the certificate for ISO 14001:2015 are attached, the tenderer must account for and show how the requirements in ISO 14001:2015 are fulfilled.
