The customer shall enter into a frame agreement for the procurement of products within the following three sub-areas:
• Sub-area 1: handheld tetra radio terminal;
• Sub-area 2: mobile (vehicular) tetra radio terminal;
• Sub-area 3: accessory equipment.
In addition a framework agreement (s) shall be entered into that only applies to accessory equipment for pre-existing radio terminals.
Finally, the client shall enter into a maintenance agreement that applies to service and maintenance for services acquired via the framework agreement for sub-areas 1, 2 and 3. In addition, the maintenance agreement applies to the purchase and maintenance of radio terminal programming solutions and customer support for follow-up deliveries. This maintenance agreement does not apply to framework agreement (s) which only covers additional equipment for existing radio terminals.

The client will award a contract for the tender with the best price-quality ratio. With weighting 40 % price and 60 % quality. The award criterion quality is divided into four sub-criteria.

2) Radio terminal functionality;

3) Service level;

4) Assortment breadth.

The criteria are listed in order of priority, with the following guidelines:

• the criterion ‘Assembled solution‘ is weighted significantly higher than other criteria;

• the criteria ‘Service level’ and ‘Radio terminal functionality’ are weighted equally, or approximately equally, and are weighted somewhat higher than the criterion ‘Assortment breadth’;

• the criterion ‘Assortment breadth’ is weighted lowest of all sub-criteria.

For B-Vendor and C-Vendor (Secondary delivery: accessories for Motorola/Sepura terminals):

The customer will award the contract to the tender with the lowest price.
