The Norwegian embassy in Dar-es-Salaam invites interested parties to participate in an open tender contest for technical consultancy assistance for the Rural Energy Agency (REA) in Tanzania for the Rural Electrification Densification Programme phase 2A (REDP 2A).

A grant agreement was signed in April 2013 between Norway and Tanzania for financial support for the Rural Energy Fund. The goal of the grant agreement is increased access to modern energy services rural areas in mainland Tanzania, for sustainable socio-economic development and fighting poverty. The grant makes up NOK 700 000 000 over the course of the planned period 2013 - 2023.

REDP targets the electrification of rural areas in Tanzania. REA has split REDP into different rounds/phases phase 1, phase 2 (A+B), and phase 3. This tender contest is for phase 2A.
REDP 2A will be implemented in nine regions in mainland Tanzania, split into six areas, with a total of 1103 villages/hamlets:
• Area 1: The Dodoma region (349 hamlets);
• Area 2: The Singida and Tabora regions (201 hamlets);
• Area 3: The Pwani and Tanga region (210 hamlets);
• Area 4: The Kilimanjaro region (71 hamlets);
• Area 5: The Mbeya region (189 hamlets);
• Area 6: The Mwanza and Shinyanga regions (83 hamlets).
Construction contracts have been signed between REA and contractors for the six areas. The consultant will assist REA with technical assistance for the implementation and follow-up of REDÅ 2A, including inspecting and monitoring the project implementation. The contracting authority can extend the contract for up to one (1) year if the budgeted grant is not spent by the time the contract period expires, provided that the agreement between Norway and Tanzania for financial support for the Rural Energy Agency is extended.

The service provider must be registered in a business register, professional register or trade register in the state where the service provider is established
Documentation that must be provided: The tax certificate is sufficient proof for Norwegian service providers, thus it is not necessary for Norwegian service providers to provide further documentation. Service providers that are not established in Norway must provide proof of enrolment in a business register, professional register, or trade register in the state where the service provider is established.

Økonomisk og finansiell stilling:
The service provider must at least have a credit rating ‘Creditworthy without collateral’ or equivalent.
Documentation that must be provided: assessment of creditworthiness issued by a renowned commercial credit reporting bureau.
The assessment must include a credit worthiness degree (rating) of the company — typically indicated by a rating code or short description, for example, a Dun and Bradstreet type of assessment. The assessment must include (or must be attached):
• an explanation of the rating code, and the scale of possible rating codes;
• the partial assessments that are the basis for rating;
• annual turnover.
The assessment should be based on the latest annual accounts and must not be issued later than 3 (three) months prior to the deadline for receipt of tenders. The date of issue must be marked on the assessment.
Teknisk og faglig kapasitet:
Requirement 1: tenderers must have experience from similar/comparable assignments. Similar/comparable assignments means technical assistance with electrification projects in rural areas in East Africa.
Required documentation: a list of the tenderer's most relevant assignments in the last 5 years.
The list must include the following information:
• contract value, dates and recipients, either public or private;
• a description of the assignment in order to illustrate the tenderer's experience with similar/comparable assignments.
Requirement 2: tenderers must have sufficient capacity and suitable staff to fulfil the contract.
Required documentation: tenderers must provide an overview of the employees that the tenderer has available for the delivery, including the employees' position and any areas of competence.
CVs for general employees are not to be presented (CVs are only to be presented for the members of the core team, including the team manager, in accordance with point 8 below and Annex 2 Technical Specifications).

The procurement is cancelled in accordance with the Public Procurement Regulations § 25-4 (1). The tender documentation point 1.2 states that the Embassy announced the tender competition in order to establish a contract for technical assistance to the Rural Energy Agency (REA) in connection with implementation and follow-up of ‘Rural Electrification Densification Program 2A’ (REDP 2A). REDP aims to electrify villages in Tanzania. According to point 1.2.4. ‘Assignment Scope’, the assistance in the implementation phase primarily concerns supervision of contractors and their work, as well as assisting REA in connection with receiving and certification of materials and payments. Some assistance was to be carried out after completion of construction (follow-up), but this was a secondary service. REA has now informed the Embassy that the construction, which should be monitored by the technical consultant, is well under way, and will according to the schedule be completed early in 2022. According to REA there is no longer a need for the technical assistance that was being procured in this contest. On this basis, there is justifiable reason to cancel the contest, cf. the Public Procurement Regulations § 25-4 (1).
