Stage 1 - Procurement of mobile anti-aircraft defence

The intention of this notice is to inform the market of the Norwegian Defence Materiel Agency's procurement of mobile anti-aircraft defence for the Norwegian Armed Forces.
- About the contest:
The contest consists of part 1 and part 2.
Part 1 includes information on the procurement and the rules for the process for the contest up until the award of contract. Tenderers must qualify in part 1 in order to participate in part 2. Part 1 includes the qualification requirements for tenderers, requirements for the tender, as well as forms and templates that must be used. See 'Instructions to Bidder' for further information.
Part 2 includes the requirements for the product, requirements for the tender, the contract template, and administrative provisions. The content in part 2 will be part of the contract that is signed.
About the procurement:
The aim of the procurement is to meet the Norwegian Armed Forces' need for a mobile anti-aircraft defence system. This capacity must be part of the Army's ground forces.
The procurement is expected to be an off-the-shelf procurement, without any development.
The procurement will consist of the following variables:
- Launching unit
- Passive sensor
- Missiles
- Assembly set for transport
- Initial spare part stock
- Special tools and testing equipment
- Documentation
- Training
- Support equipment
- Simulator.
Special requirements for tenderers:
Tenderers must be able to handle Nato Restricted information in order to sign the contract for this delivery.
Tenderers must also be prepared to enter into a security contract with the Norwegian authorities.
Part 2 includes a contract template, requirements for the product, and administrative provisions. The content in part 2 will be part of the contract that is signed.
