Politiets fellestjenester

Politiets Fellestjenester (PFT) will, on behalf of the police and the Norwegian Armed Forces, enter into a framework agreement for speed enforcement equipment. A more detailed indication of who the contract applies to, including who is considered the Contracting Authority in accordance with the contract, is in the tender documentation. The procurement is for a framework agreement for portable speed enforcement equipment with the necessary accessories and equipment for holding road traffic speed checks. This also includes other relevant speed enforcement equipment, service/maintenance, spare parts, and accessories for speedometers. See the tender documentation for more detailed information.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian companies: Company registration certificate
• Foreign companies: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
Creditworthiness with no requirement for guarantees and good solidity will be sufficient to meet the requirement.
Documentation requirement:
- A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service.
If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documentation considered suitable by the contracting authority.

Teknisk og faglig kapasitet:
1. Tenderers must have experience from comparable assignments.
2. Tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.
3. Tenderers must have an environmental management system.
Minste nivå(er) av standarder:
1. A description of the tenderer's up to 3 most relevant/comparable assignments in the last 3 years. (The description must be given in Annex B). Relevant assignments means, for example, the same type or similar deliveries to the police, armed forces, or other public entities. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider. The contracting authority can also emphasise any of its own documented experience with relevant tenderers. The contracting authority can contact the stated references for verification.

2. Tenderers must submit documentation of their quality assurance and management system. The following documentation will be accepted: Certificate of the tenderer's quality assurance system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards, in accordance with ISO 9001 or equivalent,

or a description that, as a minimum, comprises the company's procedures/routines for:·Management of nonconformity and complaints, approval of the sub-suppliers, process from receipt and registration of orders until delivery to the customer has occurred.

3. Tenderers must present documentation of their environmental management system. The following documentation will be accepted: Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco-Lighthouse or equivalent, or a description of the tenderer's own environmental management system. The description must as a minimum include an environmental policy and environmental goals.
