The aim of this project is to meet the Norwegian Armed Forces' need for special reconnaissance robots (SRR) in order to increase operational safety and an understanding of the situation for our forces.
The Norwegian Defence Materiel Agency intends to enter into framework agreements for two different types of SRR, a 'mini' and a 'small' version, with the accompanying maintenance contract. A joint pre-qualification is being held for both versions ('mini' and 'small'), whilst the tender phase will be split into two parallel processes.

Beskrivelse av opsjoner:

The duration of the framework agreement for the main object and maintenance will be 5 years for each version of SRR ('mini' and 'liten'). The contracting authority will have an option to extend the framework agreement for the main object and maintenance for 2 years. The maximum duration of the contract, including options, will thus be 7 years.

QR1.

REQUIREMENT: The Candidate shall fulfil obligations relating to the payment of taxes, VAT or similar payments under the laws of Norway or the relevant State in which the Candidate is established.

DOCUMENTATION: The Candidate shall submit a Certificate issued by the Authorities in the country in which your company is established, confirming that all due taxes, VAT or similar have been paid. The certificate shall reflect the current situation and shall, at the due date for delivery of the Application for Pre-qualification, not be older than 6 months. If the authorities in the Candidate's country do not issue such a certificate, the Candidate shall forward a statement confirming that all such taxes and levies have been paid. The statement shall be confirmed and signed by the Candidate's Chief Financial Officer and auditor. Norwegian Candidates shall use the Certificate for tax and value added tax (Attest for skatt og merverdiavgift) issued by Skatteetaten.

QR2.

REQUIREMENT: The Candidate shall be a legally established company.

DOCUMENTATION: The Candidate shall document Company registration and Point of Contact information. Norwegian Candidates shall submit a Company registration certificate. Foreign Candidates shall submit confirmation that the Candidate is registered in a trade register of business enterprise in accordance with the laws of the country where the Candidate is established.

QR3.

REQUIREMENT: The Candidate shall have ownership that is acceptable for entering into Contract with the NDMA.

DOCUMENTATION:The Candidate shall give an overview of: The organization and the owner structure, Legal standing with respect to any parent company, and A short description of the core business. Maximum 2 pages.

QR4 REQUIREMENT: The Candidate shall accept NDMA's policies for Prudence, Non-disclosure and Conflict of Interest and Ethical Statement for Suppliers. DOCUMENTATION: The Candidate shall provide a signed copy of the annexes: B - Prudence, Non-disclosure and conflict of interest and C - Ethical Statement for Suppliers. Økonomisk og finansiell stilling:

QR5.

REQUIREMENT: The Candidate shall have a sufficient economic strength to be able to fulfil the contract. Economic strength is an overall assessment of key figures as net profit ratio, return on equity and liquidity ratio, and turnover.

DOCUMENTATION: The Candidate shall provide a credit rating from a recognized credit rating company, no more than 6 months old from the Application due date. NDMA may request additional documentation if needed to verify the Candidate's financial information. The candidate shall have documentation ready upon NDMA request, consisting of: Preliminary annual accounts for 1st half year (2021), or complete year if possible, and complete annual accounts for the last three 3 years (2020, 2019 and 2018) including notes, auditor's statement, extended information to notes in the statements, specified list of balances, specification of order reserves. This information shall also be provided in respect of any parent company.

Teknisk og faglig kapasitet:

QR6 REQUIREMENT: The Candidate shall have recent and relevant experience from similar related contract performance.

DOCUMENTATION: Submit maximum five (5) references to relevant comparable contract performance from the three (3) preceding years with information listed below: Short description of the work performed under the relevant contract Purchasing company/contractor Time of performing the contract Scope of contract performance in monetary terms Name, e-mail and telephone number to the Candidates referee o With approval for NDMA to contact the referees.

QR7.

REQUIREMENT: The Candidate shall have sufficient capability and capacity to fulfill the contract obligations, incl. ILS during the system's expected lifetime. DOCUMENTATION: Submit a short description of the technical and operational personnel that will be tasked to fulfill contract obligations, including their experience and qualifications. Maximum three (3) pages (full CVs are not requested). The Candidate shall describe its capacity to fulfill contract obligations. E.g., annual work force and number of employees, production facilities and locations, and major sub-suppliers. Maximum two (2) pages.

QR8 REQUIREMENT: The Candidate shall have established, implemented, and maintained a QMS that complies with the requirements of ISO9001:2015 or similar. It is important for the NDMA to have confidence in that the Candidate will be able to fulfill the contractual requirements regarding, performance, time, and cost, and thus the importance for the Candidate to have established, implemented and maintained a Quality Management System (QMS) according to the required standards, and with relevant scope for the products and services to be provided.

DOCUMENTATION: The Candidate shall enclose a copy of an ISO 9001:2015 certificate issued by an accredited third party certification body. If the Candidate does not have an ISO 9001:2015 third party certification, the Candidate shall enclose a compliance matrix showing the relations between ISO9001:2015 and the Candidate's QMS. The compliance matrix shall give references to the QMS documented information (e.g. process descriptions or procedures). Note! If the Candidate is not the actual manufacturer of the products and services, the Candidate shall enclose the following documented information from the manufacturer; - A copy of an ISO 9001:2015 certificate issued by an accredited third party certification body with a scope relevant to the products and services requested. (See item 2.2 Description of deliverables) If the actual manufacturer does not have an ISO 9001:2015 third party certification, the Candidate shall enclose a compliance matrix showing the relations between ISO9001:2015 and the manufacturer's QMS. The compliance matrix shall give references to the QMS documented information (e.g. process descriptions or procedures).

QR9 REQUIREMENT: The Candidate shall declare willingness to accept the applicable Allied Quality Assurance Publication (AQAP) 2110 Ed. D Version 1 - NATO Quality assurance requirements for design, development and production as a contractual requirement.

DOCUMENTATION: The Candidate shall state its willingness to accept AQAP 2110 Edition D Version 1 as a contractual standard by accepting questions in Annex G - NATO Standard AQAP Requirements.

QR10 REQUIREMENT: The Candidate shall be willing and able to undertake total system responsibility Total system responsibility means the supplier's responsibility to provide for planning, designing, developing and supplying a fully integrated system according to the scope of delivery and fully functional in accordance with the requirements of the Contract, and that all requisite subsystems and components are part of the System. All subsystems and components shall fit their purpose as specified in the Contract and support the System according to the requirements in the Contract. Subsystems and components include spare parts, special tools and test equipment, special equipment, training devices, training courses, training documentation, technical documentation and Government Material (GM) as specified in the Contract.

DOCUMENTATION: The Candidate shall submit a statement declaring his willingness to undertake total system responsibility for the deliverables.
