The school is to be designed as an 8 parallel secondary school, which for a period, must will also be used by Finstad Primary School. An 8 parallel secondary school will have 672 — 720 pupils and approx. 90 employees. The contracting authority also plans to construct a multipurpose hall, 'Finstad Multipurpose Hall'. The multipurpose hall will cover the gym classes need for Ski West Secondary School and Finstad Primary School. The multipurpose hall will be located by Finstad Primary School. The multipurpose hall is included as an option in the procurement.
The contracting authority has chosen an interaction contract as the execution model. The aim of this procurement is to enter into a contract with an experienced turnkey contractor for the engineering design services for and the construction of the buildings.

The project will be carried out in two phases.

In phase 1, the Development Phase, the turnkey contractor must participate in a process where the existing project material is adapted and optimised in cooperation with the users. This will form the basis for the use and organisation of the school and sports areas on a more detailed level. In phase 1 the contracting authority and the turnkey contractor must continue to prepare a preliminary project and a fixed price for the execution of the engineering design services and the construction.

If the preliminary project is approved and the parties agree on the contract sum, the engineering design services and the construction will take place in phase 2 the Execution Phase.
