The contract value is estimated to be above the EEA threshold. The estimated value is not binding for the contracting authority. The need is uncertain. Per April 2021, approx. 32 000 annual hours a year of user-controlled personal assistance are delivered by 14 BPA schemes. There has been a large increase in the number of BPA hours in the recent months. The contracting authority does not pledge a specified volume, as changes in the need, activities, budget, and routines can affect the total volume.
