Service and Maintenance — Dynamic Vehicle Locks

Departementenes sikkerhets- og serviceorganisasjon, DSS [The Norwegian Government Security and Service Organisation]

The main aim of this procurement is to establish a service and maintenance contract with a tenderer for the department's dynamic vehicle locks. The contract will also apply to service and maintenance of existing installations, but there can also be certain changes and necessary replacements, as well as possible minor expansions. Tenderers must have access to equipment for and competence in the existing installations. DSS must at all times have robust, flexible, and well-functioning installations for dynamic vehicle locks.
The procurement will not apply for deliveries connected to the establishment of the new government quarter, but there could be a need for work on adaptations to existing installations due to the new government quarter.
The estimated procurement value for the contract period, including options is NOK 20 000 000 — 55 000 000. The estimate is uncertain, and mainly consists of necessary service and maintenance. It also includes, however, some changes, adaptations, etc., which can arise in the contract period.
The estimate is not binding, and the limits represent call-offs throughout the entire contract period including options (3 + 2 + 2 years), not the expected turnover on the contract.

The contract is subject to security clearance, c.f. FOSA sections 1-3 (1) b, as tenderers will have access to security graded information.
The part of the tender documentation that is sent out to prequalified tenderers will not include security graded information, but tenderers will be given access to security graded information if the tender documentation is handed over in DSS' premises in Oslo. Persons at prequalified tenderers that will have access to this part of the tender documentation must be authorised for information that is graded restricted.

Attention is drawn to the fact that in the contract period the tenderer must be prepared to meet the requirements for security clearance up to secret.
Tenderers must cover all costs connected with security clearance themselves, including authorisation discussion(s). Tenderers must sign a security contract, c.f. the Security Act section 9-2 before security graded information is handed over.
