The purpose of the call for tenders is to enter into a contract with an operator for the operation of local boating routes in Kinn, Bremanger, Stad, Vik, Høyanger, Sogndal and Lærdal municipalities. Henceforth referred to as ‘Rutepakke 2’.
The contracting authority would like to enter into a contract with one operator for the entire contract.
The contract period is from the date of contract signing until and including 30 April 2036. Option for up to 2 years prolongation. The boat routes shall be in operation from 1 May 2024 with an option for 6 months operation prior to this date.

Beskrivelse av fornyelser: Two extensions, each for 12 months.
Beskrivelse av opsjoner:
The contracting authority has an option for asking the operator to carry out the assignment with fossil MGO only. By using this option the contract period will be reduced to 6 years.
The contract includes several options. Limitations in the publication form make it impossible to include all in the publication notice.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— tenderers must have their tax, payroll tax and VAT payments in order;
— tenderers must be a legally established company.
Økonomisk og finansiell stilling:
Tenderers must have adequate economic and financial strength to fulfil the contract.

Bank guarantee:
Confirmation from a bank, insurance or financing institution shall be enclosed stating that a bank guarantee for correct fulfilment of the contract will be provided if the tenderer is awarded the contract. The bank guarantee must amount to NOK 125 million.

Confirmation from a bank, insurance or financing institution shall be enclosed stating that a licence guarantee in accordance with the Professional Transport Act is presented if the tenderer is awarded the contract.
Teknisk og faglig kapasitet:
— Tenderers must have good competence and experience from operation of express boats for passengers.
Minste nivå(er) av standarder:
The tenderers must substantiate their experience during the 5 previous years for:
— operation of minimum 2 express passenger vessels with a maximum length of 15 metres.
Operation of vessels that were a part of a publicly available route service with a contract period of minimum 1 year and
— operation that includes a minimum of weekly fixed departures.
