The Norwegian Public Roads Administration owns a system for control between the Road Traffic Centre (VTS) and installations with automation systems. The system controls a number of different objects along the road, for example, variable signs, barriers, lane indicators, tunnel fans, etc. The largest part is objects connected to tunnel installations. The system is used by the Road Traffic Centrals in the west and north, and it controls a total of 371, which is 31 % of the country's tunnels.

Each installation is a separate installation, which means that the road guard consists of a number of installations with different systems independent of the equipment that is installed and the date of the installation. The interface between the road guard and the installation is OPC.

The contract can be extended twice for 2 years, so that the contract's maximum length is eight (4 + 2 + 2) years.

Out of those tenderers that fulfil the obligatory qualification requirements, the contracting authority will select the 3-5 best ranked tenderers exclusively based on the tenderers' relevant experience.

I.e., experience with the operation and development of the scada-system (not necessarily road related, but, for example, railway, process industry, etc.) Emphasis will also be put on execution of the hand over phase if this had to be done.
