Holmestrand would like to procure a residence for three young adults with mental disabilities. The aim of the procurement is to find a suitable housing and welfare offer with the necessary follow-up 24/7/365. The service must cover the need for 24 hour services where the main challenges are mental disabilities, autism, and behavioural disturbances. The measure must have qualified personnel who have competence in and experience with mental disabilities, somatic illness, autism, and developmental/relationship traumas, as well as an understanding of how these factors influence behaviour and personality development.

The measure is also required to have competence in case management in accordance with the Municipal Health and Care Services Act, chapter 9 on 'legal protection in cases of force and authority over individual persons with mental disabilities' (sections 9-1 – 9-14). The tenderer will be responsible for all case management and follow-up of the relevant decisions and individual notifications in accordance with letter A of chapter 9 decisions, and will be responsible for the case management of the decisions on the residents in question.

The individual places are subject to being taking over by other relevant users - if the situation allows this.
The scope is estimated to be approx. NOK 100 000 000 + over a four-year period.
Point IV.1.1 in the notice is incorrect. The correct procedure is an open tender contest.
Lot
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed.
Contract
The procurement will be regulated by the attached contract with the associated standard terms.
The contract will be valid from 21 June 2021 until it is terminated. The parties have a mutual right to terminate the contract with 6 months notice from the first day of the next month. The contract form has been chosen due to the user's need for predictability and stability in the service.

The contract and measure will be revised annually in order to assess whether the quality and need are still met by the tenderer.
The contracting authority will sign a contract with one supplier.
The contracting authority expects that the tenderer is familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.
