The Ministry would like to have:
1) An external mapping and analysis of goal-orientated attempts at influencing via information from international actors before and during the Norwegian election in 2021. The tenderer must map information that is spread over the Internet, with particular emphasis on goal-orientated campaigns, both on websites, social media, established and alternative news sites, as well as internet forums and internet communities. The tenderer must identify which actors spread misinformation that is aimed at Norwegian inhabitants;
2) A scenario development that sketches different scenarios for influencing during a Norwegian election. The scenarios must be based on any finds in the first part of the assignment, as well as international experience and other possible events that could occur. The contracting authority must hint at what the consequences of the different scenarios can be, as well as how the election authorities can contribute to preventing and dealing with such events.

The first report must be submitted to the ministry by 15 December 2021. The second report must be submitted to the ministry by 1 April 2022.

The estimated value of the contract is from NOK 2 000 000 to NOK 2 600 000 excluding VAT. The estimated value is not binding for the contracting authority.

Egnethet til å utøve yrkesvirksomheten:

Requirements: Tenderers must be a legally established company.

Documentation:

Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.

Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Confirmation can be submitted in writing or through BRIS.

Økonomisk og finansiell stilling:

Requirement: Paid taxes and duties.

Documentation:

A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must be able to show adequate economic and financial capacity for the delivery.

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.

Teknisk og faglig kapasitet:

Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.

Documentation: A description of the tenderer´s up to three most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution, and the name of the recipient. Relevant assignments means media analysis, content analysis, mapping, and analysis of or research on information activity or information influencing, etc.

Requirement: Tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.

Documentation: A statement of the tenderer's average annual workforce in the last 3 years.
