The contracting authority shall replace street light fixtures from the current halogen fixtures to LED fixtures. The contract includes the procurement and installation of between 650 and 950 fixtures.
The number of fixtures may vary within the given span. For further information about the contents of the procurement, please see section II annex 1.
A contract will be signed with one tenderer. The contract type is in accordance with NS 8406.
The contracting authority estimates that the contract value is approx. NOK 2 350 000, excluding VAT The estimate is made according to the contracting authority's best judgement, and does not represent any contractual obligations.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirement: tenderers must be a legally established company.
Documentation: company registration certificate.
Økonomisk og finansiell stilling:
Qualification requirement: the tenderer must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for security will be sufficient

Documentation requirement: a credit rating based on the most recent fiscal figures.
The rating shall be carried out by a credit rating agency with a licence to provide this service.
Minste nivå(er) av standarder:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Creditworthiness with no requirement for security, will be sufficient to meet the requirement.
Teknisk og faglig kapasitet:
1) Qualification requirement: the tenderer must have experience from comparable assignments.
Documentation requirements: an overview of the tenderer's up to 3 most important assignments with transfer value during the previous 3 years. To ensure adequate competition, projects that are completed before the last 3 years could also be considered.

The overview should contain at least the following information:
— contracting authority;
— contact information on the reference person (name, telephone no. and e-mail address);
— start of contract and completion date (year)/if not competed, the stage of the project;
— contract value excluding VAT;
— description of the project's relevance to this call for tenders.
The tenderer's role and task and any other relevant elements to this contract.
It is the tenderer's responsibility to document the relevance in its description.
Tenderers can document experience by referring to competence in the personnel they have at their disposal and can use for this assignment, even if the experience was gained whilst the personnel was working for another supplier.
2) Qualification requirement: the tenderer must have a quality management system.
Documentation requirement: a description of the company's routines for quality management, with particular emphasis on quality assurance, continuous improvement, resource management and the management's liability. If the tenderer has valid ISO 9001 certification, this certificate will be accepted as documentation of compliance of the qualification requirement.

Vilkår for kontraktoppfyllelse:
The contract will contain requirements regarding wages and working conditions, documentation and sanctions in accordance with regulations dated 8 February 2008 No 112 regarding wages and work conditions in public contracts.
Compliance with the ILO core conventions will be required in the contract.
